The Board of Directors (UNI) of the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina (Zvje FBiH), which annually has ten million KM, has been in the “temporary” composition.
So far, they have been warned by representatives and positions and opposition so far, but so far nothing specifically has been done on this issue.
The Board of Directors is temporary since 2015.
The FBiH Health Insurance Law defines that the Board of the Federal Institute has 11 members appointed by the Federal Minister, as follows: one member from each canton, proposed by the cantonal ministries of health and one member from the Federal Ministry of Health.
In the audit report for 2023, which was published in July last year, the FBiH Government was 5. November 2015. It made a decision on the appointment of the Interim Board for a term of three months, until the final appointment process.
But the Interim Board of Directors continued to operate until now because the final appointment has not yet been performed.
The MP in the FBiH Parliament Department of the Kenela Zuko (SDA) submitted several initiatives to the Federal Ministry of Health with the aim of resolving the selection of the Provisional Board of the FBiH in order to be in the function of citizens.

She also referred to the former Secretary of the Federal Ministry of Health Snježan Bodnaruk, and from last year and retirement, which chaired by the Interim Management Board.
– Bodnaruk is retired, is that we do not have educated, young people, professional people, who have experience at 10, 15 or 20, which could be at the forefront of that UO. I claim we have, but they are not given an opportunity. I can only say that the work of the temporary Board is unprofessional. The Federal Ministry of Health and Minister Nediljko Rimac give lumping responses, pure to send something on paper, while specifically nothing is undertaking or the ball is transferred to someone else – expires Zuko.
But the Rimac in a statement for Factor He says the Federal Ministry of Health in the next 15 days will refer to the initiative to appoint members of the Board of Health Insurance and Reinsurance of the FBiH.
– The initiative must take place from us, and then it is in the cantons to determine their representatives in the Board of Directors. For a long time, it is dragged, and it depends on the political climate as it is. In the coming days, what is up to us, and then the cantons should leave a period of 15 days to submit their proposals, after which we will see who meets the conditions – the Rimac said.
The Minister does not come to parliament sessions
Zuko says that the minister should not seek the justification in the “political climate”, because it is part of the ruling coalition.
– As a Federal Health Minister, Rimac should show the ability, as a politician, to prepare the field to implement the Management Board issues. That should be so, but it’s not. The Minister does not come to the sessions of the Federal Parliament, and people and the position and from the opposition are wondering – where he is and will ever appear. The Minister went on vacation last year and no one was that those who completed medicine signed the consent that they could apply for the competition – adds Ziko.
According to her, the Federal Ministry of Health for a long time no established the Commission for the recognition of management, so those who want health management and await a longer period have an aggravating circumstance in progress in the profession.
– From October last year, there is no commission. People who come from health can’t progress, to compete. Anyone in this position would react in the same way.
