The Service for Affairs with Foreigners of Bosnia and Herzegovina responded to the initiative of the representative in the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina, Šemsudin Mehmedović.
Let us remind you that in March Mehmedović requested “urgent initiation of the procedure re-examination of the legality of residence and work and revocation of the work and residence permit of foreign citizen Igor Štimac, coach of HŠK Zrinjski Mostar, due to gross violation of Article 10 of the Law on Foreigners of Bosnia and Herzegovina”.
Instead of professional sports activities, Igor Štimac continuously engages in political action, public propaganda and speeches which have nothing to do with sports, and which contain elements of undermining the constitutional order and territorial integrity of Bosnia and Herzegovina, historical revisionism, intolerance and political radicalizationpromotion of ideologies and narratives contrary to anti-fascist and democratic valuesMehmedović stated, among other things, in his initiative.

In response submitted to the BiH Parliament states the following:
“Service for affairs with foreignerswithin its jurisdiction, acts in accordance with the applicable legal regulations, i.e. the Law on Foreigners, which prescribes the conditions for the entry, stay and work of foreigners, as well as the reasons for refusal, termination, cancellation or cancellation of approved residence.
Given that the initiative in question requires confiscation of a foreigner’s work and residence permitthe Service for Affairs with Foreigners is not a body responsible for issuing a work permit to a foreigner and therefore cannot issue a work permit to a foreigner nor revoke the work permitwhile any procedure related to the review of the legality of the stay and work of a foreign citizen is carried out through administrative procedure prescribed by lawwith mandatory determination of all relevant facts and circumstances.
Article 8, paragraph (4) of the Law on Foreigners prescribes that security check for a foreignerwith the aim of determining the reasons for the security of Bosnia and Herzegovina, is carried out by the Intelligence and Security Agency of Bosnia and Herzegovina, and the Service acts on the basis of the submitted results of such a check.
In the event that this body is notified by the competent agencies that the person in question poses a threat to public order or the security of BiH, the Service will, in accordance with its powers, undertake appropriate measures.
The Service for Affairs with Foreigners remains committed to consistent application of the law and acting in accordance with the principles of legality, impartiality and protection of public order and security of Bosnia and Herzegovina”.
