The Federal Ministry of Health (FMZ) has published advertisements for vacant positions in the administrative and supervisory boards of the University Clinical Hospital (SKB) Mostar, the Institute for Transfusion Medicine of the Federation of Bosnia and Herzegovina and the Institute for Public Health of the FBiH.
The Board of Directors of SKB Mostar needs two representatives of the Federation of BiH, and the scope of work includes, among other things: adoption of the statute of the health institution, appointment and dismissal of the director of the health institution, determination of the work and development plans of the health institution, determination of the annual work program, adoption of the financial plan and adoption of the annual accounts…
Mandate for four years
The term of office of the elected members of the Management Board of SKB Mostar lasts four years with the possibility of re-election for another mandate period.
The board of directors of the Institute for Transfusion Medicine needs three members before the founder of the Federation of BiH, one of whom must be before the Federal Ministry of Health.
The scope of work of the members of the Board of Directors, who are elected for a term of four years with the possibility of re-election for another four years, is: adoption of the statute of the health institution, appointment and dismissal of the director, determination of the work and development plans of the health institution, determination of the annual work program, adoption of the financial plan and adoption of the annual calculation, adoption of general acts on the internal organization and systematization of work and other general acts, in accordance with the law and the statute of the health institution…
Advertisements were announced for two members of the Supervisory Boards (NO) of the Institute for Transfusion Medicine of the FBiH and the Institute of Public Health of the FBiH.
The president and members of the supervisory board are appointed for a period of four years, with the possibility of re-election, and at most for one more term in accordance with Article 71, paragraph 6 of the Law on Health Care.
Supervisory boards analyze the report on the business of health institutions, supervise the use of funds for work, review the annual report on business and the annual accounting, review and check the regularity and legality of keeping business books, and prepare the annual report on the business of the health institution based on the above-mentioned activities, and review the report on the work of the director and the board of directors of the health institution.
The aforementioned report is submitted by the Supervisory Board to the founder, the Board of Directors and the director of the health institution.
But when the permanent Management Board of the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina will be appointed, no one knows for sure.
The Federal Institute, which annually manages tens of millions of KM, has been managed by the Board of Directors in a temporary composition for the eleventh year, and the chairman is still the retired law graduate Snježana Bodnaruk, who worked in the Federal Ministry of Health until 2024 as the Ministry’s secretary, when she retired.
Bodnaruk’s retirement did not prevent her from continuing to serve as acting president of the Institute’s Management Board, which she has headed since 2015.
Confirmation of this is also the Decision on annulment of the Decision on suspension of application of the Decision on co-financing of provided health services and procurement of medicines and re-establishment of the said Decision on co-financing, which was signed by Bodnaruk.
What they said in the ministry four months ago
In the tenth month of last year, the Federal Ministry of Health, when asked by Faktor – when the Management Board of the Federal Institute will be appointed – was answered that the Ministry will invite all the cantonal ministries of health in the coming period in order to undertake activities on the implementation of the procedure for determining the proposals of members to the Management Board of the Institute of Health Insurance and Reinsurance of the Federation of BiH (ZZORFBiH).
What has been done since then is not known, because it is impossible to get any information from the Federal Ministry of Health that is within their jurisdiction.
Article 102 of the FBiH Health Insurance Law defines that the Management Board of the FBiH Institute of Health Insurance and Reinsurance is appointed by the Government of the Federation of BiH on the proposal of the Federal Minister of Health.
The same law specifies that the ZZORFBiH Board of Directors has 11 members, one member from each canton, proposed by the cantonal ministries of health, and one member from the Federal Ministry of Health.
As we mentioned at the beginning, the temporary Management Board of the Federal Institute is chaired by the retired Snježana Bodnaruk, and the members are: Berislav Živković (Posava Canton), Vesna Ferković (Tuzlan Canton), Antonijo Vujica (Herzegovina-Neretva Canton), Anđelko Mikulić (West Herzegovina Canton), Sandra Vegar-Zubović (Sarajevo Canton), Azra Suljić (Unsko-Sana Canton), Emir Sijerčić (Bosnia-Podrinje Canton), Haša Begić (Zenička-Doboj Canton), Dragan Solomun (Central Bosnia Canton) and Dinko Babić, who replaced Darko Čondrić (Canton 10) in June 2023.
Federal auditors warned about this irregularity as early as 2023, and on several occasions also representatives in the Federal Parliament, writes Factor.
