Koening says the public administration reform in BiH is one of the priority processes on the European path, but despite positive displacements, its overall realization is very slow.
– Positive examples include certain shifts in the field of public financial management, especially in terms of approximation of more responsible and transparent budgeting. There are also certain positive examples at different levels of government, but there are lacking coordination and harmonization to be more efficient.
