Since April 2023, Sudan has been embroiled in a conflict between the military and the Rapid Support Force (RSF) that has killed tens of thousands of people, displaced 11 million and triggered one of the world’s worst humanitarian crises.
“This war is ugly. It is bloody and senseless,” Volker Turk told the UN Human Rights Council, accusing both warring parties, which have so far rejected any form of humanitarian truce. He also accused foreign sponsors of financing what he called a “high-tech” conflict.
“In 2025, my office’s documentation indicates more than two and a half times the number of civilian killings compared to the previous year. Many thousands are still missing or unidentified,” Turk said.
He condemned what he called “heinous and merciless” brutalities, including sexual violence, summary executions and arbitrary detentions.
Turk highlighted the “carnage” perpetrated by the RSF during an attack on the Zamzam displaced persons camp in April and then again in October in al-Fashir, which was the army’s last stronghold in West Darfur.
Sexual violence, including individual and gang rape, sexual torture and slavery, has also increased, Turk said, with more than 500 documented victims in 2025.
“The bodies of Sudanese women and girls have been used as weapons to terrorize communities. I am extremely concerned that these crimes could be repeated,” Turk said, according to AFP.
