MEPs will discuss proposals to combine regional, agricultural and other funds into national packages (so-called national and regional partnership plans) together with Commission Executive Vice-President Raffaele Fitto and Commissioners Piotr Serafina and Christophe Hansen.
The Commission presented the proposal on July 16, 2025 within the framework of the Multiannual Financial Framework (MFF) for the period 2028-2034, which is the joint responsibility of the Committees for Budget, Agriculture and Regional Development.
The rapporteurs in charge of leading the EP’s work on the proposal are Karlo Ressler, Andrey Novakov and Elsi Katainen.
At the plenary debate on November 12, 2025, representatives presented their views on the MFF proposals, emphasizing that regions and local authorities should have a strong role in shaping and spending funds.
Also, Parliament must maintain oversight of spending to ensure that funds deliver “European added value”.
At the same time, the representatives emphasized that rural areas and regions with the greatest needs must not lose dedicated funds in the new model.
In parallel with the work on sectoral proposals, the Parliament is also preparing a temporary report on the negotiations on the multi-year budget, which should be adopted at the plenary session from May 25 to 29, 2026.
