Many citizens still connect this institution with the project known as CIPS, which was the initial phase of modernization of the system of personal documents in BiH.
The CIPS (project of issuing personal documents) was an internationally supported project that began early in 2000s, and aimed at the creation of the central records of BiH citizens, and the introduction of secure and standardized personal documents. After successfully implemented the first phase through the CIPS, the system has transferred to the newly formed State Agency – IDDEEA BiH, which continued to develop and improve the infrastructure and the issuance of personal documents, in line with international standards, including ICAO and EU regulations.
What exactly does Iddee BiH do?
Iddeea BiH is not an institution that has direct contact with citizens in the process of issuing personal documents. Its primary role is a technical-operative and strategic .. in accordance with the Law on the Agency for Identification Documents, Records and Exchange of BiH, the Agency is in charge of:
· Centralized records of personal driver licenses, unique parent numbers of BiH citizens and other records with the consent of the original bodies,
· Personalization of ID cards, travel documents, driver’s licenses, registration of vehicles, tachograph cards, maritime and shipping books, border permissions, as well as other documents with the consent of the competent authorities,
· Proposing, preparation and implementation of the strategy and policy of developing identification documents in accordance with international standards,
· Providing software solutions,
· Cooperation with domestic and international institutions regarding the exchange and protection of personal data,
· Administrative procedures in accordance with applicable legal regulations relating to its scope of work
· Issuance of a qualified electronic signature for remote signing.
And what do mups do?
Ministries of the Interior (MUPs) of the Entities, the Canton and Brčko District are responsible for receiving citizens’ requests for issuing personal documents, ie for the entire administrative procedure while IDDEEA is competent exclusively for the personalization of these documents. In other words, the citizen submits a request for the release of a document, certificate of residence and residence (so-called CIPS certificates) at the site for issuing personal documents, ie. in the premises of the competent authorities.
Employees on these counters are the Ministry of the MUP, not Iddeea, although they use technical systems and infrastructure developed by the Iddee BiH. This often causes confusion in citizens, who think that these officers are part of the Agency, which is not the case.
Why is it important to know?
Distinguishing competencies is important because Iddee BiH does not have a mandate to manage the work of the counter or decide on possible errors in the procedure that occurs during the submission of the request – the authorities are exclusively competent. On the other hand, if a technical error is happening in data processing, in the press of the documents or the data protection issue – then the responsibility is taken over by IDDEE BiH.
The aim of this division of responsibilities is to ensure a functional system in which MUPs provide services to citizens, and IDDEEA provides technical support, safety and centralized supervision over the document issuance system.
Electronic data exchange – Modernization in the service of citizens
Thanks to modern systems that maintain IDDEEA, all competent authorities – including city and municipal administrations – have a technical possibility for electronic data exchange, which:
· Reduces the need for paperwork,
· Accelerates administrative procedures,
· Increases the efficiency and transparency of the work of public services.
In order to establish electronic data exchange, public institutions that have a legal basis for the accession of the records that IDDEEA maintain the needs of the original bodies should submit a request to the Agency and will facilitate operations in the institution in a quick and easy way.
