The value of the proposed Iranian plan was estimated at about 400 billion dollars. Among the most important projects, the construction of a power plant in Latakia worth 411 million euros, a bridge on the EUFrate of $ 26 million, and the installation of oil exploitation in eastern Syria.

About 40 infrastructure and industrial projects are mentioned in the documents that Reuters reviewed. Only from that sample, it is estimated that the debts of Syria towards Iranian companies at the end of the war, at least 178 million dollars. Former Iranian parliamentary agents have publicly claimed that the total debt Assad’s government towards Tehran crossed $ 30 billion.

However, the new Syrian authority led by President Ahmed Al-Shar already signaled that he would not admit those debts, stating that “Iran left the deep wound from which the Syrian people had yet to recover.”
