After the resistance of the director of the Air Navigation Services Agency of Bosnia and Herzegovina (BHANSA), Davorin Primorc, to submit an account of the work and condition of this agency, the Finance and Budget Committee of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina passed a conclusion requesting that the Office for the Audit of BiH Institutions conduct a special audit in BHANSA, writes RTVBN.
The chairman of this commission, Nenad Vuković (PDP), confirmed that at yesterday’s commission session, commission members Nikola Špirić (SNSD) and Zdenko Ćosić (HDZ) voted against this conclusion. The conclusion was adopted with four votes. Apart from Špirić and Ćosić, the members of the commission are Vuković, Dženan Đonlagić (DF), Ilija Cvitanović (HDZ 1990) and Džemal Smajić (SBiH).
Primorac is the son-in-law of Dragan Čović, the leader of the HDZ.
– The arbitrariness and disrespect of the Parliament on the part of the director of Primorje and the management of BHANSA produced a great discussion among the members of the Commission about the need for the Office for the Audit of the Institutions of Bosnia and Herzegovina to conduct a special audit of this institution. It is about the fact that BHANSA is not a classic budget consumer, which the management of this agency abuses by interpreting that they do not need to submit reports on their work to anyone. It is particularly impudent that no one from the management of the Agency came to the invitation of the Committee for Traffic and Communications of the House of Representatives of the Parliament of Bosnia and Herzegovina (for a public hearing), with the explanation that everyone is collectively on sick leave – Vuković added.
He said that it is important to emphasize that no one disputes the concept of independence of BHANSA, but that this does not give the leadership the right to exercise arbitrariness and ignore other institutions of the system, especially the Parliament.
Vuković pointed out that the chief auditor of the Audit Office of BiH said that he respects the Commission’s conclusion, but that whether he will accept this request will depend on the capacity of the Office.
– I expect the Office for the Audit of Institutions of Bosnia and Herzegovina to accept the fact that, due to the attitude of the BHANSA management that reports should not be submitted to anyone, it is necessary to start a special audit of this institution as soon as possible, because there are enough reasons to prioritize the work. Previously, the Audit Office worked according to the conclusions of the commissions or the Parliament, and I expect it to act in the same way now – said Vuković.
