Although the government in the Federation promised pensioners that January pensions would be increased by 11.6 percent, and July pensions by 5.6 percent, which is a total of 17.2 percent this year, this did not happen.
Right from the start, pensions were increased by 11.2 percent instead of 11.6 percent, so, for example, the lowest pensions, instead of being 668 KM, are now 666 KM.
The decision to increase pensions was made by the Board of Directors of the Federal Institute for Pension and Disability Insurance, and confirmed by the Government of the Federation.
It was explained that “the decision on advance adjustment was made because at the time of its adoption, the official growth parameters of the average gross salary and the consumer price index, which are published by the Federal Bureau of Statistics, were not yet known.”
Several readers contacted the editorial office of Faktor asking when pensioners will be paid 0.4 percent of the advance pension increase, whether it will be until July when the second pension increase will follow.
– We will not wait for July. The statistical data will be known in April, i.e. official and we will immediately send a request for reconciliation. No waiting. A little more than a 17 percent increase was promised this year and that should be respected. If two KM less is paid to pensioners, let them be paid and we will insist on it – Haso Halilović, deputy president of the Board of Directors of the Federation of Associations of Pensioners in FBiH, told Faktor.
Amendments to the Law on Pension and Disability Insurance, which were confirmed on January 23 at the House of Peoples of the Parliament of the Federation of BiH, introduced new parameters for calculating pensions, namely the average salary in the FBiH and the consumer price index in the ratio of 60:40.
Article 81, which prescribes the differentiated calculation of the lowest pension, has also been completely changed, so for future pensioners, beneficiaries with up to 20 years of pension experience, the pension cannot be lower than 60 percent of the average pension from December of the previous year, i.e. 434.38 KM.
Under the old law, under the same conditions, a person had the lowest pension, which now amounts to 666 KM.
There is a conclusion that states that after one year, the effects of the application of amendments to the Law on PIO will be reviewed. It was not included in the amendments to the law, they did not want to introduce it, but the government will have to respect it. There is an agreement and we will insist on it, as well as at the thematic session of both houses of the FBiH Parliament, where the most complete economic analysis and impact of amendments to the Law on PIO will be carried out, whether it is positive or negative.
