The Committee for Judges and Refereeing of the NS BiH submitted a response to the complaints of FK Željezničar regarding the situations at the quarter-final match of the Cup of Bosnia and Herzegovina between FK Sloga Doboj and FK Željezničar, played on March 10, 2026 in Doboj.
FK Željezničar answered the head of the refereeing organization of NS BiH Darko Ceferinwhich emphasizes that the Committee for Referees and Refereeing of the Football Association of Bosnia and Herzegovina performed comprehensive professional analysis of all the mentioned situations, including the decision-making procedures of the referee team, as well as the application of the VAR protocol.
Ceferin states that during the execution of a penalty kick (KU) by FK Željezničar Sarajevo player Dženan Šabić the ball bounced off the crossbar onto the ground and then returned to the field of play.
The referees on the field and the VAR assessed that the ball did not cross the goal line with its entire circumference. After a detailed inspection and analysis of all available cameras in the VAR room, it is not possible to determine with certainty that the ball does not touch the goal line with any part of its circumference, which is why the goal could not be recognized.
He points out that it is necessary to emphasize that during the subsequent determination of the facts, in accordance with the Rules of the Football Game (PNI) and the VAR protocol, they can be taken into account only official videos.
We also analyzed the performance of the penalty kick by the players of FK Željezničar Patrick Gabriel Gatchevwhose shot was saved by the goalkeeper of FK Sloga Doboj. After a detailed review of all available cameras, it is not possible to claim that the doorman, in accordance with the PNI, he was missing at least part of one leg on the goal line at the time of the kick, and therefore there was no violation of the PNI, which is also in accordance with the conclusion of the VAR at the time of the kickannounced Ceferin.
