The representatives of the Consortium of Bosnia and Herzegovina will hold two key meetings with state ministers – the Minister of Foreign Trade and Economic Relations of BiH and the Minister of Communications and Traffic EDINA Fort in order to finally solve the problems in the road transport and logistics sector.
A list of requests for Minister Fort said before the meetings:
Emergency amendment to the Rulebook under the jurisdiction of the ICC BiH (licensing, Rulebook on Excise Return, “Third Table” Rule);
Clear support to reduce costs for importing new vehicles, including reducing the costs of homologation and customs obligations;
Initiating the official procedure of the Regulations on Excise Returns for Professional Transports;
Introduction to EU partners with the possibilities of logging in the EU’s stay through smart tachographs, in order to clear the term “vacation”, “pause” and total residence related to the 90/180 day rule.
When it comes to the basketball, they have two requests for him:
Synchronization and functional coordination of entity and state inspection services;
Elimination of interruption in the work of inspections during the holidays at border crossings, which endangers the flow of rustic goods, medications and commercial flows.
The consortium also sent officials to the Prime Ministers of the Entity Government with proposals for recognizing the status of transport companies, alignment of diems with real costs abroad and excise tax return and unique discount for highways.
They requested the inclusion in solving problems and the BiH Foreign Ministry of Foreign Affairs, headed by Elmedin Konaković.
“From Minister Konaković, the consortium expects the implementation of the previously agreed obligations, including communication with EU partners about the technical possibilities of reception of professional drivers through tachographs,” they stated.
They asked him to, in communication with the Ambassador of the Republic of Austria, officially presented the content of the Federal Court of the Republic of Austria (relating to the demarcation of the terms ‘stay’ and ‘holiday’ in the context of foreign nationals in the EU).
They consider extremely important that, in cooperation with the Ministry of Communications and Transport of Bosnia and Herzegovina, an additional band position of Bosnia and Herzegovina according to EU partners:
“There are technical possibilities of digital records every minute of stay through smart tachographs; that it is possible to distinguish hours, rest and break and that data is available to the competent authorities, which may avoid misuse of 90/180 days of stay,” said.

As they stated, Minister Forte expect not only the reform of the Rulebook but also to openly inform the EU partners about the possibilities of digital records in the EU through smart tachograph.
“We don’t want our drivers and firms more to be victims of bureaucratic interpretations when we have solutions in your palm. Also, there is no longer a cost-impairment that we seek,” said Velibor Peulić, the main coordinator of the consortium.
