The anti-corruption office of the Zenica-Doboj Canton (ZDK) has published, at the request of the Zenicablog portal, data on its work in 2025.
According to the official decision, by the end of December, the Office received more than 90 reports indicating various irregularities and potential corrupt behavior in the public sector.
Application statistics: What do the numbers reveal?
Acting according to the principle of transparency, and based on the request for access to information, the Anti-Corruption Office of the ZDK confirmed that during the year 2025, a total of 91 applications were received at their address. It is important to note that these reports do not only indicate corruption, but also other forms of irregularities in the work of institutions.
After analyzing the received materials and gathering facts, the Office processed the cases to the competent judicial and police authorities:
ZDK Cantonal Prosecutor’s Office: A total of 14 cases/applications were forwarded for further processing.
Ministry of Internal Affairs (MUP) ZDK: 8 reports were forwarded to police authorities.
Criminal charges for falsification of documents
In addition to processing citizens’ applications, the Office also acted on its own initiative. In their work, the investigators of the Office discovered indications of the commission of a criminal offense, which resulted in the filing of a criminal complaint.
The report was filed against a natural person with the initials BS due to suspicion of committing the criminal offense of “Forgery of documents”, punishable under Article 374 of the Criminal Code of the Federation of Bosnia and Herzegovina.
What is the competence of the Office for the fight against corruption?
Many citizens often confuse the role of the Office with the police or prosecutor’s office. It is important to clarify that the ZDK Anti-Corruption Office is not a judicial institution, but a specialized administrative body of the ZDK Government.
Key competences of the Office include:
Receiving reports: The office acts as a central point where citizens (anonymously or publicly) can report suspicions of corruption in cantonal institutions, institutes and companies.
Administrative check: The office collects data and documentation in order to determine the validity of the application.
Forwarding to competent authorities: If there are elements of a criminal offense, the Office sends the case to the Prosecutor’s Office or the Ministry of Internal Affairs, because the Office itself cannot file indictments or arrest suspects.
Prevention: Work on the establishment of a system that prevents the occurrence of corruption (verification of property records of public office holders, revision of diplomas, protection of corruption whistleblowers).
Why are the names secret?
The office did not publish the names of the applicants or details about the institutions to which the applications relate. The reason for this is the Law on Protection of Personal Data of BiH, as well as the fact that certain cases are in the pre-investigation phase. Publishing details at this stage could jeopardize the investigations conducted by the Prosecutor’s Office and the police, they said.
