With the support of the European Union through the project “Eu4EfficientPFM / Treasury Software” and the Public Administration Reform Process, for four Ministries of Finance in Bosnia and Herzegovina, the software that allows you to transition from traditional budgeting according to the budgeting items based on the program.
As the first institution to use the new software, the Federal Ministry of Finance, together with the representatives of the European Union in BiH, on 25. April 2025 during which the budget users of this ministry will receive a software training, and all technical problems will be addressed by software suppliers.

The European Union continuously supports public administration reform in Bosnia and Herzegovina, and especially public financial management reforms as its component, since early 2000s. In the period from 2020. by 2023. year, with EU support, more than 1,800 budget users across the country were trained, and technical support was provided in the development of the legal framework and manuals. These activities have established the foundations for the development of new budgeting software, developed in cooperation with the Ministries of Finance and local implementation partners, FINIT CONSULTING DOO I CORE doo
Although the software was originally designed to support program budgeting, its functionality has already expanded by integrating two additional modules, and the Information System for Public Information Management (PIMI) and donor database. The possibilities of its application and gender-based budgeting are currently being examined.
The application of new software is an important step forward towards the establishment of a modern, responsible and transparent public finance system, fully coordinated with European standards and values. In the light of the next steps, the software has the potential for further development and expansion, both horizontally, through various sectors, and vertically, towards lower levels of government. Although there are currently no further EU funds intended for further development, the possibilities can be opened through other sources of funding. One such situation is EU growth plan for the Western Balkans, as a powerful instrument with a total value of 6 billion euros.
However, Bosnia and Herzegovina remains the only country in the region that has not yet submitted a reform agenda within this plan. If domestic authorities agree with the sufficient degree of ambition, the country could meet the conditions for up to 1.08 billion euros of funds, in the condition of achieving progress in key areas of reforms, with the management of public finances.
