The Board of the Secretariat of the Parliamentary Assembly of Bosnia and Herzegovina made a decision accepting the offer of BH Post for the procurement of electronic signatures for three persons at a total price of 561.6 KM.
It is evident from the explanation that the Parliament of Bosnia and Herzegovina sent requests to BH Post and the company Halcom for the delivery of bids. In addition to these two companies, the Administration for Indirect Taxation of Bosnia and Herzegovina and the Agency for Identification Documents, Records and Data Exchange of Bosnia and Herzegovina (IDDEEA) are also authorized to issue qualified electronic signatures.
IDDEEA does not charge citizens for electronic signatures, so they are free.
UIOBiH also charges, as stated on their website, 180 KM for a smart card with a qualified electronic confirmation, a smart card reader and middleware Smart card software, and 120 KM only for a smart card with a qualified electronic confirmation. For three people it would amount to 540 KM.
The Parliament of Bosnia and Herzegovina has, as they say, researched the market for this purchase.
– For the procurement in question, a preliminary market research was carried out by the Finance Sector of the Parliamentary Assembly of BiH. During the market research, two offers were submitted, namely: the bidder JP BH Pošta with an offer in the total amount of 561.60 KM including VAT and the bidder Halcom Sarajevo with an offer in the total amount of 596.70 KM.
According to the written note on the previous market check, the Request for the delivery of an offer for the procurement of an electronic signature service for the needs of the Parliamentary Assembly of BiH was sent to JP BH Pošta, and the Request for the delivery of an offer for the procurement of an electronic signature service for the needs of the Parliamentary Assembly of BiH was sent to the company Halcom – it says in the explanation.
During the market research, apart from BH Pošta and the company Halcom, IDDEEA and UIOBiH were taken into account, whether these state institutions were asked to submit offers and if not why not, and for whom the procurement of three electronic signatures was planned, these are the questions we sent to the Parliament of BiH. We’ll post the answer when we get it.
The IDDEEA answered us immediately and very briefly to the question of whether the Parliament asked them to deliver an offer for an electronic signature for the needs of the PSBiH, whether and in what way the IDDEEA participated in this procurement, and if not, why it did not.
– We cannot comment on this inquiry because the Agency was not even informed about these activities and therefore does not participate in them – said the IDDEEA.
