In the sea of important decisions that make public institutions every day, one has been particularly attracted – maybe because it reminds something we all know, but sometimes (by accident, of course) forget.
The service for the joint affairs of the bodies and bodies of the Federation of Bosnia and Herzegovina brought a decision that seems to be a technical formality at first glance. However, its contents throws new (or perhaps old) light on the work culture within the institutions.
Namely, the officials and employees of this service are obliged to adhere to working hours, which is clearly defined: from 07:30 to 16:00. A 30-minute break was also determined, which can be used between 11:00 and 12:00, depending on the organization of work.
The decision, published on the official website, is based on multiple legal acts, regulations and judgments, which further underlines the seriousness of the reminders – that employees are obliged to come to work on time and stay until the end of the work day.
In some environments, such a decision could cause a surprise – is it necessary to remind the document that the working hours are valid for public officials? However, in our administrative context, this is obvious is the topic of valuable special decisions, signatures and seals.
Without explicit, the reason for the adoption of this decision, it can be concluded that there were problems in its practical respect – because legal regulations have already specified everything that has now been emphasized again.
