Trade union representatives of judicial bodies at the level of the Federation of Bosnia and Herzegovina today held a meeting where two new laws were presented, which, according to them, would solve the problem in which the judicial administration finds itself – low incomes and lack of recognition of the responsibilities of the work they perform.
Samir Kurtović, president of the Federation of Independent Trade Unions of Bosnia and Herzegovina, said that until now this problem could not be solved in a quality way.
“In the last four months, we have formed certain bodies and commissions to solve these problems through two laws – the law on salaries and allowances in FBiH judicial institutions and the law on civil servants and employees in FBiH judicial institutions. These laws would solve very low incomes, especially for officials and employees who work in the judiciary. We will submit these two laws to the FBiH Government and institutions, so that finally people who work in the prosecution and courts have normal incomes. Today, they are terribly low, especially in some cantons,” Kurtović pointed out.
He emphasized that they do very demanding, responsible and difficult jobs. He pointed out that he will insist on solving this issue for the entire area of Bosnia and Herzegovina. If these two bills are rejected, they have no problem starting protests in the entire FBiH. It is important, he emphasized, to have a high-quality social dialogue.
“The big problem for the FBiH would be that, if they reject both laws, there would be a strike in the entire FBiH – judicial institutions. We expect a positive outcome,” he added.
Muris Lončarević, president of the recently formed Coordination of the Courts and Prosecutors’ Offices of FBiH, said that the reason for the formation of this body is the unacceptable position of the judicial and prosecutorial administration.
“It never became part of the judicial system. We have an absurd situation where the HJPC, as the bearer of all reform projects in the judiciary, prescribes the jobs, tasks and obligations of that administration, and the relevant ministries determine the salary and position coefficients, and they are not active participants in it. When you look at the systematization, many jobs date back to the socialist era. It is unacceptable that people who do the same tasks in cantons have such a difference in income. We do not diminish anyone’s importance, but we want to highlight our specifics – you must pass all security checks to “We have access to data that is not for the public, no one paid attention to the judicial and prosecutorial administration. We have no training or training. The great merit of the judicial administration lies in the results of the prosecutor’s office and the courts,” said Lončarević.
Let us remind you that the administrative and technical staff employed in the judicial institutions of the Tuzla Canton went on strike in December last year precisely because of low salaries.
“Our employees have a basic salary of less than 1,100 KM, which is significantly below the average salary in FBiH, while civil servants have a basic salary of around 1,400 KM”, they said then.
