Working hours in the FBiH Ministry, the FBiH is not in accordance with the Labor Law and the decision on working hours in the Federal Bodies of the State Service. Their employees work shorter, and receive salaries for full-time.
– Labor law and the decision on working hours in the state service federal bodies were determined that a weekly working hours are 40 hours and is distributed to five working days for eight hours. According to the decision, a daily vacation for 30 minutes is not counted in working hours of 40 hours. It was 4.7 million KM for gross salary salaries and salary benefits. 92,000 KM has been spent on the regression.
Working hours and (un) Recording was not the only reason why the Federal auditors gave an opinion with the Reserve Ministry of Finance.
They are resentful to them that they did not take everything they had legally had that from the end users (public enterprises and municipalities) collect at least 89.3 million KM receivables on the external debt that was paid from the Federal Budget. For example, for receivables from the Mostar landfill did not activate the warranty.
– This is not in accordance with Article 46. The Law on Budgets in the FBiH, prescribed that budget users are obliged to implement all the legally prescribed actions to collect receivables – writes in the audit report.
They state that the Ministry sent warnings to individual users, but that for receivables from previous years, as well as for those who had to make reprograms because they were not returned, they did not take some billing activities.
– This refers to the FBiH Roads (69,830,602 km), 2,548,442 km), Li-Cleanliness Livno (3,799.626 km), GRUDE (1,571,222 km) and Municipality of Posusje (1.164,038 km) – listed auditors.
The complaint was that the FBiH Ministry did not adhere to the principles of legality and efficiency because it was not in the legally established deadline to appeal the BAs in the administrative acts of the first instance bodies. Deadlines were 30 days.
But at the end of 2024. It was unresolved as many as 5,495 cases, mostly from previous years.
The FBiH budget was not adopted on time again. This time the Ministry of Finance is instead of from until 31. October 2023. Send a draft budget, actually sent the budget proposal, on 22.
