At the beginning of last year, the Agency for Identification Documents, the records and exchange of data of Bosnia and Herzegovina (IDDEEA) established technical conditions for electronic issuance and exchange of CIPS certificates. To date, this system is implemented in 33 municipalities and 25 public institutions throughout BiH.
By entering this electronic data exchange system, the need for submitting a piece of CIPS confirmation is abolished. Institutions signed by an Agreement with IDDEEA can now electronically access numerous citizens’ data, which facilitates and accelerates administrative procedures.
Documents that citizens do no longer have to bring in printed form include: a certificate of residence, copies of ID cards, passports or driver’s license, JMB, citizenship data and data from the residence register.
Municipalities and cities in which paper certificates are no longer necessary
Municipalities and cities in which these certificates and documents are not needed in paper form, because they are already available in the electronic basis, are: Sanski Most, Novi Grad, Lukavac, Velika, Kljac, Mostar, Cazin, Bihać, Bosanska Krupa, Konjic, Tešanj, Zvornik, Sarajevo – center, Ilidža, Travnik, Posusje, Bosanski Petrovac, Orašje, Bužim, Tuzla, Gradačac, Srebrenik, Grude and Ljubuski.
Institutions that already use electronic access
Also, 25 institutions have access to this database, including BiH’s Central Judicial Council, the BiH Department of the Federation of the Federation, Department of the Brčko District, the FBiH Insurance Agency, Federal Administration Inspection Affairs of BiH, the RS Pio Fund, the Institute of Health Canton, the Brčko District Health Insurance, RS Business Institute, Center for Car Engineering, Brčko District Center, Centers for Social Work in Velika Kladuša and Zavidovići, Public Fund for Children’s Protection of RS, District Economic Courts in Prijedor and Banja Luka and the Federal Administration for Geodetic and Property-Legal Affairs.
Paper evidence is still looking for – why?
Although these municipalities, cities and institutions have access to data electronically, in practice it still happens that officials seek paper evidence from citizens. This is the most commonly result of unclaimed internal regulations and disputes in their amendments within individual institutions.
To make other municipalities and institutions become part of the Iddee electronic system, they must submit a request to the Agency. After processing the request, they receive approval to access and exchange data, which gradually spreads the network of electronic services in the country, transmits Radiosarajevo.
