Next week, the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina will consider the budget for 2026, several changes to key laws in the field of pension and veterans’ systems, the law on fiscalization and new international obligations, at the 28th regular session scheduled for January 19 and 20.
At the very beginning of the session, the Proposal for the Budget of the Federation of BiH for 2026, the Proposal for the Law on Execution of the Budget of FBiH for 2026, as well as the Proposal for the Law on Amendments to the Law on Budgets in the Federation of BiH will be considered, and all these points will be considered in an urgent procedure.
The representatives will then decide on giving consent to amendments to the Financial Plan of the Institute of Health Insurance and Reinsurance of the Federation of Bosnia and Herzegovina for the year 2025, including changes to the Financial Plan of the Federal Solidarity Fund, and on the manner of carrying out the rebalancing of this financial plan, as well as the Financial Plan of the Institute of Health Insurance and Reinsurance of the FBiH for the year 2026.
Also on the agenda is the Proposal for a decision on giving consent to the Financial Plan of the Federal Employment Agency for 2026, along with estimates of the plan for 2027 and 2028, and a decision on the execution of that financial plan.
The Proposal of the Law on Amendments to the Law on Police Officers of the Federation of Bosnia and Herzegovina will be considered as an urgent procedure, then the amendments to the Law on Pension and Disability Insurance, the Law on the Special Rights of War Honors and Decorations and their Family Members, the Law on Early More Favorable Retirement of Defense and Liberation War Veterans, as well as the Law on the Rights of Veterans and Their Family Members, which will be considered in a shortened procedure.
Also on the agenda is the Proposal of the Law on Fiscalization of Transactions in the Federation of Bosnia and Herzegovina, which has already caused numerous reactions from businessmen and the professional public.
The representatives will also declare the acceptance of debt under the Loan Agreement between Bosnia and Herzegovina and the International Bank for Reconstruction and Development for the project of just transition in selected regions rich in coal, as well as the acceptance of additional debt under the amended contract with the European Bank for Reconstruction and Development for the realization of the Corridor Vc project, Poprikusa – Nemila section.
