The Government of Republika Srpska transferred 1.3 million marks to a fictitious company, registered in mid-December 2025, in January of this year, it has been learned. Istraga.ba.
The money was transferred to the account of Madisson K Consulting doo Banja Luka, based on the contract on “consulting services” signed by the representatives of that “company” and the Secretariat of the Government of the RS. According to the investigation, the money was already withdrawn from the account and since then all traces of it have been lost.
The State Investigation and Protection Agency (SIPA) had blocked this transaction, SIPA confirmed. The BIH Prosecutor’s Office was informed about everything. However, since SIPA’s blockade can last only five days, the money was unblocked, because the Prosecutor’s Office of BiH did not ask the Court of BiH for a measure to secure this money.
The owner of the company, Serbian-American citizen Ivan Mišić, after the end of the blockade, withdrew from his company’s account the entire amount that was paid from the account of the RS Government.
The company Madisson K. Consulting doo was founded on December 16, 2025. The headquarters of the company is at Kralja Petra I Karađorđevića street number 97 in Banja Luka. This is the address where Hotel Bosna is located. Investigation associates went to this address this morning. However, the offices of this company do not exist.
According to the CompanyWall database, both the owner and director of the company is Igor Mišić. A woman answered the company’s supposed contact phone number.
“I am not a representative. I am a lawyer who helped with the registration of the company. I know that I finished my work in November 2025. I do not have Mr. Mišić’s phone number. I only have his email. I will write to him to contact you,” said the “lawyer” of Madisson K Consulting.
Twenty days after the company was founded, it received a contract from the Secretariat of the Government of the Republic of Srpska. The value of the contract is two million dollars, with the obligation to immediately transfer the advance, in the amount of 1.3 million KM, to the company’s account. The public procurement procedure is not specified. The contractual parties have undertaken that the company Madisson K. Consulting will not be liable for any material or any other type of responsibility for any omissions. The duration of the contract is 18 months from the date of signing. With that contract, as Istraga.ba learns, the Government of Republika Srpska undertakes that, in addition to the initial two million dollars (which includes an advance of 1.3 million KM), it will also pay bonuses to this fictitious company. So, for example, the first bonus will be paid if Ivan Mišić succeeds in organizing a meeting with the vice president of the USA for Milorad Dodik and other RS officials. That bonus would be two million dollars. The second bonus refers to the eventual meeting of the leader of the RS with Donald Trump. If such a meeting is organized in Banja Luka, the RS Government will pay Madisson K. Consulting an additional five million dollars.
After the first tranche was paid from the RS Budget to the account of this newly established company without a single employee, the competent bank informed the Financial Intelligence Department of SIPA about the suspicious transaction. SIPA used the legal possibilities and ordered a temporary blocking of that money.
In the meantime, the investigators also interviewed Igor Mišić, who said that the money was paid to the account of Madisson K. Consulting based on the contract signed with the RS Government. SIPA then informed the Prosecutor’s Office of Bosnia and Herzegovina about everything. However, there was no reaction from the Prosecutor’s Office. SIPA’s blockade has since expired. Mišić took the money (1.3 million KM) and took it in an unknown direction.
According to the investigation, Mišić is a friend of Veljko Vukelić, the godfather of SNSD president Milorad Dodik.
