At today’s session, the Zenica-Doboj Canton Assembly adopted the Zenica-Doboj Canton Budget Proposal for 2026 in the amount of 740,889,300 KM, as well as the Second Rebalancing of the ZDK Budget for 2025.
With the second rebalancing, the ZDK Budget for 2025 was planned in the amount of 717,510,600 KM, which represents an increase compared to the first rebalancing, which amounted to 711,780,320 KM, and was higher by 12,474,670 KM compared to the originally adopted Budget Plan for 2025 at the end of last year.
The Prime Minister of the Zenica-Doboj Canton, Nezir Pivić, thanked the representatives for their great support during the adoption of the Budget, emphasizing that 24 of the 33 representatives present voted for the adoption of this document.
– This result shows that the representatives recognized that these are measures that will bring concrete benefits to the citizens of the Zenica-Doboj canton – said Prime Minister Pivić.
The Prime Minister emphasized that an agreement was reached and an agreement was signed with all trade unions earlier, which continues the high-quality social dialogue. According to him, in 2026, it is planned to increase wages by at least 10 percent, starting on July 1, with the possibility of an additional increase, depending on the realization of income and a possible rebalancing of the Budget.
Speaking about the priorities of the Budget, Prime Minister Pivić highlighted measures to improve the financial status and working conditions of employees in education, the police and the civil service, strengthening security, significant investments in educational infrastructure, continuing the measure of free textbooks for all primary school students, increasing allocations for scholarships and the veteran population, supporting young people and opening new businesses, improving agriculture through various incentives, as well as the development of tourism and sports.
The Prime Minister reminded that the Zenica-Doboj Canton records more than a 50 percent increase in the number of overnight stays in 2025 compared to the previous year, as well as a 10.6 percent increase in industrial production, which is significantly above the federal average.
The Minister of Finance of the Zenica-Doboj Canton, Dženana Čišija, stated that in the Budget for 2026, revenues are planned in the amount of 740,889,300 KM, while expenditures are planned in the amount of 733,767,925 KM, which means a surplus of about 7 million KM is planned.
According to her, the most significant revenues are planned from value added tax – about 381.5 million KM, profit tax – about 78 million KM, income tax – about 92 million KM, and dedicated donation funds, planned funds from the Government of the Federation of BiH in the amount of 81,878,000 KM. The budget also plans credit debt in the amount of 28 million KM.
When it comes to expenditures, the largest allocations refer to salaries and benefits – about 377.5 million KM, material costs – about 88 million KM, current grants – about 188 million KM, capital grants – about 27 million KM, as well as the acquisition of fixed assets, reconstruction and procurement of equipment – about 31 million KM.
Minister Čišija pointed out that the Budget also contains other smaller expenditures, and that it was created in a way to ensure financial stability and further development of the Zenica-Doboj Canton.
