Although the American proposal was mitigated by the amendments proposed by the countries of the European Union, it still has no direct condemnation of Russian aggression.
The adoption of the Ukrainian resolution shows the strong support of the international community to the sovereignty and territorial integrity of that country. This outcome also suggests that the influence of the Donald Trump administration is weakened. Although the decisions of the General Assembly are not legally binding, they often reflect the global position on certain issues.
The Ukrainian proposal was adopted with 93 votes support, while the United States voted against, together with Russia and another twenty states.
Apart from Ukrainian, the UN adopted a resolution proposed by the United States. However, the addition of European amendments, the text entered that clearly confirms that Russia has violated the UN Invasion Charter in Ukraine, although aggression was not explicitly convicted.
The 93 countries voted for this resolution, against eight (Belarus, Burkina Faso, North Korea, Mali, Nicaragua, Niger, Russia and Sudan), while 73 states were restrained, including Ukraine.
European countries have proposed two key amendments to American text. The first further emphasizes the support of independence, territorial integrity and the sovereignty of Ukraine in its internationally recognized boundaries, including territorial waters. The second amendment changes the formulation of peace, emphasizing the need for “fair, permanent and comprehensive peace in accordance with the UN Charter and the principles of the country’s territorial integrity.”
On the other hand, Russia has proposed an amendment to the US proposal asking for the formulation to address the “fundamental causes” of the conflict in the text. However, this amendment did not pass, because the 31 states voted for him, while 71 were against, and 59 were restrained.
Bosnia and Herzegovina voted against Russian amendments, following the attitude of the European Union countries. All countries in the region have also rejected the Russian proposal, while Serbia did not participate in the vote.
