During the three-year mandate of the Government of the Federation of Bosnia and Herzegovina (FBiH), four promises from the pre-election programs of the political parties participating at this level of government were fully fulfilled.
In addition, 27 of them are rated “in progress”, and work has begun on the realization of 213 promises. One promise was broken, and the implementation of two was stopped. In the case of more than half of the pre-election promises, there were no activities aimed at fulfilling them, announced Istinomer, a fact-checking platform.
The FBiH government was confirmed on April 28, 2023, and was formed by the Social Democratic Party of BiH (SDP BiH), Narod i Pravda (NiP), Our Party (NS), the Croatian Democratic Union of BiH (HDZ BiH) and the Croatian Democratic Union 1990 (HDZ 1990).
From the pre-election programs of these five parties, Istinomer collected 496 promises related to the federal level of government during the 2022 pre-election campaign. The most promises were made by SDP BiH (227), followed by NiP (134), Our Party (84), HDZ BiH (35) and HDZ 1990 (16).
The largest number of pre-election promises are in the areas of economy and social policy, and the least in the areas of state organization and the rule of law. The four fully fulfilled promises are in the areas of economy and social policy.
In the area of social policy, during the third year of the mandate, NiP’s promise to support the adoption of the Charter on the Protection of Human Rights in Business, which was signed by the Federal Ministry of Labor and Social Policy in September 2025, was fully fulfilled. In this area, the promise of the SDP of Bosnia and Herzegovina, which related to changes to the Law on Internal Trade, i.e. the introduction of a non-working Sunday, was fulfilled.
In the third year of the mandate, the grade “in progress” was given to SDP’s promise on the regulation of the minimum wage, which will be 1,026 KM from the beginning of 2026, HDZ’s promise on strengthening social welfare centers and Our Party’s promise on the system of daily service centers.
The fulfillment of the promise of equalizing maternity benefits, equalizing the rights of employed and unemployed mothers, controlling the distribution of social protection funds and broader reform of social protection through the social card, as well as the new law on social services, and the eMaternity application has begun.
In this area, the realization of SDP’s promise on legal solutions to encourage and sustain return has been halted, as the bill was withdrawn from the parliamentary procedure at the end of September 2025.
Two completely fulfilled promises in the field of economy were in the program of the SDP BiH, and they related to the adoption of the tourism development strategy and the introduction of a system of guarantees of the origin of the produced electricity. Both promises were fulfilled in the first two years of the mandate.
One was implemented after the adoption of the FBiH Tourism Development Strategy for the period 2022-2027, and the other by the adoption of the rulebook that regulated the guarantees of the origin of electricity within the law on renewable energy sources. In the same area, the promise on the valorization and protection of biodiversity, also from the SDP BiH program, was rated “in progress”, due to the fact that activities were initiated to declare new protected areas and strengthen the institutional protection of natural values.
Among the promises in the field of economy that were rated “started” in the third year are the development of plans for the just transition of coal regions, electronic management of tourists’ stay, strengthening of the tourist offer in the field of war tourism, joint environmental projects, stimulating tax policy, connection of the airport to the capital transport infrastructure, and assessment of the profitability of oil and natural gas exploration. On the other hand, the only thing that was broken was HDZ’s promise about a special public company for the Southern Gas Interconnection, because the adopted legal framework did not foresee the establishment of a company based in Mostar.
There are still few concrete developments in the field of state regulation. NiP’s promise to improve the process of allocation of budget funds through transparent procedures was evaluated as started after the introduction of a modernized information system for program budgeting.
In contrast, SDP’s promise to enable citizens’ participation in direct decision-making carries the rating of “stopped”. Although a draft law on citizens’ initiative and protection of citizens and activists was submitted earlier, it was withdrawn from the procedure.
In the field of education, sports and culture, during the third year of the mandate of the federal government, activities were started to promote lifelong learning and create a strategy for the development of scientific research, while NiP’s promise to increase allocations for research was assessed as “in progress” after the increase in budget transfers for the development of scientific institutions.
In the area of the rule of law, work has begun on the promise of NiP to strengthen inspection and police capacities for investigating corruption.
In the field of health, no significant activities were recorded during the third year of the mandate of the federal government, and the promise whose implementation began related to the development of spa tourism.
“After three years of mandate, it can be concluded that the work of the Government of the Federation of Bosnia and Herzegovina is still most visible where the promises were administratively and normatively feasible, above all in the economy and social policy. Of the four fully fulfilled promises, three are from the SDP BiH program, and one from the NiP program. At the same time, the realization of a large number of promises remained only at the initial stages, while more than half of them lacked serious activity,” says Istinomjer in to the announcement, which he conveys Klix.
