Six bh. officials made decisions by which they distributed 242,150 KM from the current budget reserve of the BiH institutions for this year, completely independently and according to their own criteria.
From the decisions published in the last issue Official Gazette of Bosnia and Herzegovina, and there are as many as 55 of them, you can see who the officials decided to help towards the end of the year.
This time, “only” one decision was made by the Speaker of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina Marinko Čavara (HDZ), who gave 300 KM for the treatment of one person, and the Deputy Speaker of the House of Peoples of the BiH Parliament, Dragan Čović (HDZ), who gave 3,000 KM to the Association of Deaf and Hard of Hearing People “Sluh” Mostar.
Denis Zvizdić (NiP), deputy chairman of the House of Representatives, awarded a total of 41,000 KM, mostly to associations in the amount of 1,500 KM to 4,000 KM for events, making a film, printing a book, as well as 10,000 in aid to one citizen to support the continuation of treatment for a malignant tumor in Germany.
Among other things, Zvizdić made a decision to support the Islamic community in BiH with 3,000 KM for the project of building a new city harem in Stolac, with 2,000 KM to the Association “Center for Legal Culture” for the preparation and production of a collection of works by academician Hamdije Ćemerlić, 1,000 KM to the Law Institute in BiH for the printing and promotion of the book “Institutions of the State of Bosnia and Herzegovina” by Muhamed Mujakić.
With 4,000 KM, Zvizdić also supported the Bosnian cultural community for the project “Commemoration of the 155th anniversary of the birth of Safvet-beg Bašagić (1870-1934)”. The same association was supported by Kemal Ademović (NiP), chairman of the House of Peoples of the BiH Parliament, with the amount of 3,000 KM for the same purpose.
Ademović decided to allocate a total of 36,250 KM of current reserves, among other things, 2,000 KM to Caritas for the work of the public kitchen in Sarajevo, 2,000 KM to SPKD “Prosvjeta” for the Christmas concert in the Sarajevo National Theater, as well as 29,250 KM to the Organization RVI Zvornik for solving the water supply in Križevići.
Nikola Špirić (SNSD), deputy speaker of the House of Peoples, distributed 23,000 KM, among other things, 5,000 KM each for the treatment of one child, for the operation of a soup kitchen in Banja Luka and the Judo club from Drvar.
That is when it comes to the leaders of the BiH Parliament.
As for the members of the Presidency of Bosnia and Herzegovina, 30 decisions of Željka Cvijanović were published to which she allocated 138,600 KM.
Half of the decisions refer to help for the treatment of a person or a child, and that amount ranges from 500 KM, 700 KM, 1,000 KM, 2,000 KM to 3,000 KM, while 20,000 KM was given to the Svetosava League. It also allocated KM 20,000 to the Association of Economists UMEK for the “Buy Local 2025” project.
The possibility of independent allocation of money with current reserves to officials is given through the budget law. They are not required to spend everything.
Until last year, only three members of the Presidency of Bosnia and Herzegovina had this opportunity, namely Željko Komšić, Denis Bećirović and Željka Cvijanović in this mandate. Their current reserve still amounts to 1.08 million KM or 360,000 KM for each member.
Then, last year, this possibility was extended to the chairperson and both deputy chairpersons of the Council of Ministers of Bosnia and Herzegovina, and all six members of the collegium of both houses of the Parliamentary Assembly of Bosnia and Herzegovina.
The current reserve of the Chairman of the Council of Ministers of Bosnia and Herzegovina (this term is Borjana Krišto) is 360,000 KM, and the deputy (Zukan Helez and Staša Košarac) is 180,000 KM each.

This year, it is possible for seven more officials, namely ministers. They have at their disposal 90,000 KM per minister or a total of 630,000 KM for all nine.
Thus, in two years, it jumped from the initial three to 19 officials who have a reserve of almost 2.8 million KM to give to whoever they want, it says Factor.
