The Ministry of Internal Affairs of the Republic of Srpska through several parallel tenders launched the procurement of hundreds of new vehicles, including SUV models, off-road and passenger vehicles with stronger engines and advanced equipment, which will be used for patrol work, interventions and work in more demanding conditions.
The value of the procurements started so far already exceeds 21 million KM including VAT, while the total investments, according to earlier announcements by Minister Željko Budimir, are going to 30 million KM.
Although the tenders do not mention specific manufacturers, the technical specifications clearly show that these are medium- and SUV-class vehicles that are already used by the police, but in stronger and more equipped versions. BL portal reports that automatic transmissions, advanced security systems, cameras, sensors and driving assistance are sought, which means that it is not about basic models, but about vehicles adapted to daily interventions and intensive work in the field.
For SUVs, engines of at least 120 kilowatts are required, while all-terrain vehicles require four-wheel drive and power up to about 150 kilowatts, which indicates that part of the vehicles will be intended for difficult working conditions and inaccessible terrains. In practice, these are vehicles that citizens already see on the streets, but with more power and equipment, adapted to police tasks.
According to the available data, the procurement of more than 250 vehicles of different categories has already been included, while through additional procedures, that figure is approaching the planned 400 vehicles. The largest single tender refers to 70 SUV vehicles with an estimated value of about 6.2 million KM without VAT, while the procurement of 100 passenger vehicles worth about 4.7 million KM, and an additional 70 vehicles for about 2.2 million KM, were also initiated earlier.
Special tenders also refer to all-terrain vehicles and vehicles with four-wheel drive, which further expands the range of procurement and increases the total value of the contract.
All these procedures together already exceed 18 million KM without VAT, that is, more than 21 million KM with tax, and as it is a continuous process, it is expected that the final figure will reach around 30 million KM.
The specificity of this procurement is that it is not carried out through one large tender, but through a series of smaller procedures that are published separately, but together make up one of the largest investments in police equipment in recent years.
Contracts are concluded for a period of up to 12 months, and delivery of the vehicle is expected relatively quickly, often within about 30 days from the signing of the contract. The criterion for the selection of bidders is the lowest price, which is standard in public procurement.
