Amendments to the Rulebook on the price of personal documents have been released into the procedure, Fokus learns. This rulebook should soon come to the session of the BiH Council of Ministers for decision.
As explained, it is about abolishing discrimination based on age and health condition so that the costs of the driver’s license renewal fee are equalized for all drivers, since according to current regulations, older drivers pay up to 3.3 times the amount of money paid by younger drivers in the same period.
Which articles of the Rulebook are being changed
At the same time, there are cases in which drivers with impaired health pay up to 5 times the amount of tax compared to other drivers for the same period.
According to the proposed changes, the following is added in Article 2: Special category of persons – for persons older than 65 years of age and persons with mental health disabilities, the fee for issuing a driver’s license is 18 KM.
In Article 4, a new paragraph is added, which reads: For a person over 65 years of age and a person with a reduced health capacity, from the driver’s license fee of 18 KM, 12 KM is paid to the Budget of BiH institutions, and 6 KM is allocated to the budgets of competent authorities.

Back in January, the Committee for Traffic and Communications of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina adopted a modified parliamentary initiative by MP Saša Magazinović, which tasks the Agency for Identification Documents, Records and Data Exchange of Bosnia and Herzegovina (IDDEEA) with drafting and introducing changes to the said Rulebook.
It was precisely the request that, when it comes to costs for driver’s licenses, discrimination on the basis of age and health status should be abolished.
Explanation of Magazinović
Magazinović explained the still valid provisions of the rulebook as follows:
“According to the current law in Bosnia and Herzegovina, the driver’s license is renewed every ten years, because the validity of the license is issued for that period, and it costs KM 60. However, those ten years do not apply to pensioners and the health-impaired.
The term of validity of a driver’s license for pensioners is three years, which practically means that they have to renew their driver’s license three times in a period of 10 years, which forces them to pay even 180 KM instead of 60 KM”, he stated.
Those with impaired health are in an even more unenviable situation, he says, because in some situations they have to renew their driver’s license every two years, or even five times in a ten-year period, while an “ordinary” driver does it once.
“In that way, they are forced to pay as much as 300 KM in order to continue driving,” Magazinović pointed out.
