In the Federation of Bosnia and Herzegovina, there is still no single legal solution that regulates the use of electric scooters, although this area has been regulated in the Republic of Srpska for years.
As the BHRT writes, the increasing number of mobile phones on the streets is accompanied by the growth of problems, especially due to the lack of clear rules on who can use them, where and under what conditions.
The Forum of Citizens of Zenica warns of the need for urgent regulation of this area, from where they say that, until systemic solutions are adopted, they will try to influence the safer behavior of road users through education.
President of the Zenica Citizens’ Forum Mirsad Mujkić points out that the focus will be on young people through educational content, while experts emphasize that it is necessary to legally define all aspects of the use of romobiles – from the age limit, to movement, to mandatory protective equipment.
At the same time, injuries are being recorded more and more often, including more serious cases, most often among younger users who do not use protective equipment, which further increases citizens’ concerns.
While waiting for the adoption of the law at the level of the Federation, some local communities are already taking concrete steps. According to BHRT, in the Zenica-Doboj canton, along with Zenica and Visoko, from May 1, Kakanj also introduces clearer rules for the use of electric scooters.
According to these rules, the minimum age for driving a romobile is 14 years, protective equipment is mandatory, including a helmet and a reflective vest, as well as lights on the romobile. Also, it is prescribed to move primarily on bicycle paths.
The police state that offenses committed by minors will be sanctioned, and in cases provided for by law, parents will bear the penalties.
As BHRT concludes, electric scooters in Bosnia and Herzegovina are currently in a kind of legal vacuum, between the need for modern means of transportation and the increasingly pronounced safety risks on the roads.
