Elektroprivreda Bosnia and Herzegovina plans positive business, maintaining the position of the dominant supplier of electricity in BiH and a strong investment cycle until 2028, as stipulated in the Business Plan adopted by the Company’s Assembly. The focus is on renewable energy sources, modernization of thermal power plants and stabilization of mining production.
The ninety-second (extraordinary) Assembly of JP Elektroprivreda BiH dd – Sarajevo, held on December 23, 2025, adopted the Business Plan for the period 2026-2028. year, which defined the company’s key goals for the next three years.
The plan envisages a total three-year electricity production of 16,175.5 GWh, with an emphasis on the need to ensure the planned quantity and quality of coal, as well as the availability of production capacity under existing business conditions.
Investments worth 1.73 billion KM
One of the central determinants of the Plan are investments with a total value of 1.73 billion KM, which will be mostly financed from loan funds, while 538 million KM is planned from the own resources of Elektroprivreda BiH.
In accordance with mine restructuring plans, investments in coal mines within the EPBiH Concern will continue during the three-year period, with the aim of ensuring stable and sustainable coal production necessary for the operation of thermal power plants.
Focus on renewable energy sources
The construction of new production capacities from renewable energy sources was highlighted as a long-term strategic priority. Planned investments in solar power plants are particularly significant, including:
construction of a large number of photovoltaic power plants (FNE) on mine areas and land owned by EPBiH,
- installation of rooftop FNE at own facilities and at customers of Elektroprivreda BiH,
- purchase of projects of renewable energy sources that are already in operation or in the development phase,
- purchase or lease of land suitable for the construction of solar power plants.
Modernization of thermal power plants and hydropower facilities
In the production segment of the Plan, projects for the construction of plants for desulfurization and denitrification of flue gases in the Thermal Power Plant “Tuzla” and the Thermal Power Plant “Kakanj” are highlighted. Also planned are:
- reconstruction of Unit 7 in TE “Kakanj”,
- revitalization of Unit 4 in TPP “Tuzla”,
- rehabilitation of the “Salakovac” Hydropower Plant.
Preparations for the introduction of CO₂ taxes
In the coming period, the introduction of taxes or similar fees on CO₂ emissions from thermal power plants in BiH is expected. As stated in the Plan, Bosnia and Herzegovina and Elektroprivreda BiH will strive to ensure that these obligations are introduced gradually and in the smallest possible amount, while at the same time showing readiness to reduce emissions in accordance with global trends and the National Energy and Climate Plan of BiH (NECP).
Establishment of the Distribution System Operator
The plan foresees the establishment of the Distribution System Operator (DSO), in accordance with the Law on Electricity of the Federation of Bosnia and Herzegovina, which entered into force in August 2023. DSO will be formed as a separate legal entity, 100% owned by Elektroprivreda BiH, which will carry out the legally mandatory separation of the distribution activity.
Projections for 2026
For the year 2026, Elektroprivreda BiH plans to produce 5,311.8 GWh of electricity and achieve 1.335 billion KM in total revenue, with a planned profit before taxation of 0.22 million KM.
