The Council of Ministers of BiH, even at the end of the session, was not considered by the Reform Agenda, and Bosnia and Herzegovina in July, due to inconsistencies, lost 108.5 million euros, ie 10 percent of the funds provided by the growth plan. While the countries of the surroundings largely withdraw funds, BiH lags even for states that have received a long-later European perspective.
They warn of this from the Transparence of International in BiH and calls for the House of Parliamentary Assembly of Bosnia and Herzegovina to hold a special session and adopt conclusions to oblige the Council of Ministers to adopt a reform agenda without delay.
– The government in BiH repeatedly violated the deadlines that have themselves appointed, and the European Commission announced a new reduction of 10 percent if the reform agenda was not adopted by the end of September. From all it is evident that key decision makers in BiH continue multi-year obstruction of the European integration process, and the implementation of these reforms is key to establishing efficient rule of law and fight against corruption. Nevertheless, government bearers rejoined the daily policy, personal and party interests in front of the interests of citizens and foreign policy goals. With such an approach, real problems can only be expected in the process of implementing these measures, if we are in mind this level of obstructions that we view in the adoption of the reform agenda itself, where only two of the 113 measures are not currently noticed. It is about the abolition of the entity veto in the state aid advice and the obligation of compliance with decisions and filling missing judges of the Constitutional Court of BiH – allegations from Transparency of the internship in BiH.
They add that numerous other measures in this document are commitments that have been repeated in the European path for years and are never fulfilled, because they say, therefore evident that the dispute about these two measures is just a means to sabotage the whole process of European integration.
– It should also be pointed out that the preparation of the reform agenda marked complete non-transparency. The Council of Ministers of BiH did not communicate on the adoption process, and the public learned the public exclusively from the opposing statements of political parties, instead of institutions responsible for conducting European integration. Parliaments and competent commissions remained silent observers, without attempting to put this issue on the agenda or executed the executive power to adopt a reform agenda. This process is a clear example and that the mechanism of coordination of European integration, established in 2016. It does not work and abuse in key processes, from the answers to the European Commission questionnaire, through the creation of the Integration Program. The right to vote of representatives of all levels of government, in combination with a rule of unanimous decision, has converted the coordination mechanism bodies into the blockage tool, and not for faster reform progress – they point out from the Transparency of International in BiH.
I would appeal to the Council of Ministers of BiH to adopt the Reform Agenda without delay, respecting all the requirements of the European Commission, in order to enable access to funds from the Growth Plan for the Western Balkans.
