Big changes for drivers in the EU: Digital driving rules are coming, but also stricter rules

One of the most important innovations is that a driving ban issued in one member state will be valid throughout the EU. This prevents drivers whose license has been revoked in one country from continuing to drive in another. Fines without a driving ban still remain under the jurisdiction of the state where the offense was committed, while a unique European system of penalty points will not be introduced, reports Index.

The reform comes because of worrying statistics – about 20,000 people die on EU roads every year. Italian MEP Matteo Ricci said that harmonized safety standards are needed across Europe.

The big news is the digital driver’s license on the mobile phone, which will function similarly to digital bank cards or personal documents. However, citizens will still be able to request a classic plastic permit. Full implementation of digital licenses is expected by 2030.

The rules for motorhome drivers and professional drivers are also changing. Campers up to 4.25 tons can be driven with category B, with additional training or a special exam. Also, due to the labor shortage, the age limit for professional drivers is being lowered – for trucks from 21 to 18, and for buses from 24 to 21.

New drivers will have a mandatory probationary period of at least two years. In all member states, accompanied driving for 17-year-olds will be made possible in order to gain experience earlier. Before taking the driving test, a medical examination or a form for self-assessment of the state of health will be mandatory.

The proposal on mandatory regular examinations for older drivers was not adopted due to the opposition of certain countries, including Germany. Driving licenses will be valid for 15 years in the future, and the states will decide for themselves whether to require a new medical examination after that.

Member states have three years to bring their laws into line with the new rules, followed by a transition period. Most of the changes for professional drivers are due to apply from 2028, while digital licenses will be fully available by 2030.
