At the 6th extraordinary session, chaired by Prime Minister Nezir Pivić, the Government of Zenica-Doboj Canton adopted the Draft Budget for 2026 in the amount of 740,889,300 KM, as well as the Draft Law on the Execution of the ZDK Budget for 2026. At the session, the second rebalancing of the budget for 2025 was adopted, which additionally increased this year’s budget.
The budget for next year is higher by about 29 million KM compared to the first rebalancing of this year’s budget, which was adopted in the amount of 711,780,320 KM and already then higher by 12,474,670 KM compared to the Budget Plan for 2025 adopted at the end of last year.
Given that the projection of public revenues of the Federation of BiH for the period 2026-2028, which is the basis for the preparation of the cantonal budget, was submitted only at the end of October, the ZDK decided that, instead of making a draft, it should immediately proceed with the preparation of the budget proposal for 2026.
– It is important that we enter the new budget year ready, that we have successfully concluded negotiations with the unions and that agreements have been signed, which was a condition for today’s adoption of the budget. We are glad that this budget is not only social, but also developmental, and that it contains significant components related to projects of exceptional importance for the development of ZDK – said the Prime Minister of the Zenica-Doboj Canton, Nezir Pivić.
The Prime Minister added that he expects the budget proposal for 2026 to be presented to the ZDK Assembly in mid-December, which would allow the canton to fulfill all obligations and enter the new year with adopted budgets necessary for the functioning of all institutions.
– Budget expenditures for the next year amount to 733,767,925 KM and are about 29 million KM higher than the expenditures this year. The surplus is planned in the amount of 7,000,000 KM. What is particularly important: we have planned 3,000,000 KM for out-of-court settlements, for court decisions that are being executed. A commission will be appointed to publish a public call, and our goal is to reduce the canton’s obligations in this way as well – said Minister of Finance Dženana Čišija.
The minister clarified that it is about a total of about 280 million KM of obligations under enforceable court decisions from earlier lawsuits by budget users. According to the adopted Action Plan, ZDK has been allocating about 14 million KM annually for this purpose for several years, and an additional 3,000,000 KM will be realized through out-of-court settlements.
When it comes to changes and additions to this year’s budget (the second rebalancing, according to which the ZDK Budget for 2025 amounts to 717,510,600 KM), it is about harmonizing income with the guidelines of the Federal Ministry of Finance and adjusting expenditures incurred during 2025 – through decisions on redistribution and other current needs.
