At the 46th session of the Zenica-Doboj Canton Assembly of the ninth convocation, held on November 27, 2025. seven points of the previously established agenda were considered.
The session began with the singing of the national anthem of Bosnia and Herzegovina, which will be the practice at the beginning of each Assembly session in the future, in accordance with Article 3 of the Decision on Amendments to the Rules of Procedure of the ZDK Assembly (“Official Gazette of the Zenica-Doboj Canton” number: 18/25), which came into force today 15.11.2025. year.
As part of the first item on the agenda, the Assembly of the Canton concluded its Opinion on the Federal Preliminary Draft of the Labor Law. The established Opinion of the Assembly was given respecting the previously given opinion of the relevant Ministry for Labour, Social Policy and Refugees of the Zenica-Doboj Canton, which was accepted by the Government of the Canton, as well as the opinion of the Parliamentary Commission for Labour, Social Policy, Refugees and Health. The established opinions form an integral part of the opinion of the Cantonal Assembly, which will be submitted to the Federal Ministry of Labor and Social Policy, in order to continue further activities related to the Draft of this Law.
In the second point, the Assembly established its Opinion regarding the Draft Law on the Engineering Chamber of the Federation of Bosnia and Herzegovina. The approved Opinion of the Cantonal Assembly was given respecting the previously given opinion of the Ministry of Justice and Administration of the Zenica-Doboj Canton, which was accepted by the Government of the Canton, as well as the opinion of the Parliamentary Commission for Justice and Administration. The established opinions form an integral part of the opinion of the Cantonal Assembly, which will be submitted to the Federal Ministry of Justice, as the processor of the preliminary draft of the aforementioned Law, for the purpose of continuing further activities related to the adoption of this Law.
Today, the Draft Law on Real Estate Sales Tax was discussed and accepted as a conclusion, and as part of the next item on the agenda, the Assembly accepted the Draft Law on Property, Inheritance and Gift Tax. Both drafts were submitted for public discussion in all municipalities and cities of the Canton for a period of 30 days. The need to enact new laws resulted from a large number of requests for opinions and initiatives for the authentic interpretation of existing laws, as well as ambiguities in their proper application.
In the continuation of the work, the representatives passed the Decision on giving consent to the Amendments and Supplements to the Financial Plan of the Employment Service of the Zenica-Doboj Canton for the year 2025, with the Decision on Amendments to the Decision on the Execution of the Financial Plan of the Employment Service of the Zenica-Doboj Canton for the year 2025. With these amendments, the total available funds have increased from 31,782,259 KM and now amount to 34,786,283 KM.
As part of the next item on the agenda, the Assembly of Zenica-Doboj Canton considered and passed the Decision on giving consent to the Financial Plan of the Employment Service of Zenica-Doboj Canton for the year 2026, with the Decision on the execution of the Financial Plan of Income and Expenditures of the Employment Service of Zenica-Doboj Canton for 2026. The total planned financial resources for 2026 amount to 37,664,757 KM.
As part of the last point, the Assembly of Zenica-Doboj Canton accepted the Information on the health status of the population and the organization of health care in the area of Zenica-Doboj Canton in 2023, and on the proposal of representative Ibrahim Šišić, it adopted an additional Conclusion.
