At today’s session in Sarajevo, the Central Election Commission of Bosnia and Herzegovina will consider proposals for decisions on the selection of the most favorable bidder for the procurement of equipment related to the strengthening of the technical capacities of the Agency for Identification Documents, Records and Data Exchange (IDDEEA) of Bosnia and Herzegovina, as part of the introduction of new election technologies in Bosnia and Herzegovina.
These are two related procurements related to the system for checking biometric data, as well as the module for the preparation and exchange of data between the IDDEEA and the Central Election Commission of BiH.
Conditions for secure data exchange
These procurements refer to the ‘background’ digital infrastructure that should enable the accurate identification of voters and the secure exchange of data between the state databases and the election administration, in the general elections in BiH that will be held on October 4.
In other words, it is about the technical part of the system that should ensure that data on voters are up-to-date and harmonized with new technological solutions that should be applied for the first time in this year’s elections at 6,000 polling stations in Bosnia and Herzegovina.
We remind you that three days ago the CEC of BiH signed a contract worth 74.5 million KM with the company Smartmatic BH on the procurement of a system for the biometric identification of voters and the scanning of ballots at polling stations throughout BiH.
Election of the director of the new unit
This contract includes complete equipment and software for polling stations, including logistics, printing and distribution of ballots, as well as technical support, while the implementation is planned through several phases. From the delivery of equipment and training, to the transport and preparation of materials.
The contract also stipulates that the project contractor transfers all copyrights and source code of the software to the permanent ownership of the CEC of BiH.
Today, the CEC should make a decision on the establishment of a Unit for the implementation of the project of introducing specific electoral technologies into the electoral process in BiH and appoint the director of that unit, it says. Report.
