The parties’ plans for next year’s elections are no longer just in their infancy, but the contours and patterns on the basis of which the political puzzle will be assembled are already visible.
In this context, the position of the Presidency of Bosnia and Herzegovina gains importance, because the balance of power in that institution will also determine the future state power.
As much as the House of Peoples of the Parliament of the Federation of Bosnia and Herzegovina, i.e. the balance of power in that body is crucial for power in the Federation of Bosnia and Herzegovina, in the process of forming the state government, it is extremely important who will sit in the Presidency of the state. The members of that body give consent, that is, a proposal for the appointment of the chairman of the BiH Council of Ministers and send that name to the House of Representatives of the BiH Parliament.
The last time the members of the Presidency of Bosnia and Herzegovina Denis Bećirović and Željka Cvijanović overrode Željko Komšić and proposed Borjana Krišto as the chairperson of the Council of Ministers, which meant that the state government would be formed by SNSD, Troika and HDZ.
In this context, it is now important to observe how which party will position itself in the candidacy process for the Presidency of Bosnia and Herzegovina. Denis Bećirović will also be a candidate in October next year, with an advantage because he will seek the renewal of his mandate from his position in the BiH Presidency, and apart from SDP, he was openly supported by NiP, as well as the president of Our Party, Sabina Ćudić. Who will be his direct competitor is not clear for now because the decision of the largest opposition party SDA to nominate its candidate is awaited.
The president of that party, Bakir Izetbegović, has repeatedly commented on the possibility of running for office, but there is still no indication whether Izetbegović will run or if someone else will run. However, as far as is known, no other name from that party has been promoted in that way. Entering the race for the presidency for Izetbegović and the SDA carries an even greater risk than four years ago, because in case of defeat, it would have an impact on the position of the party and the situation in the party, and it would also mean a second consecutive defeat by Bećirović.
In this connection, the already announced candidacy of the Democratic Front (DF) should be observed, which will compete with Slaven Kovačević, the current adviser to Željko Komšić, in the race for the member of the Presidency from among the Croatian people. Whether Kovačević can win that race is not a key question, how interesting it will be to see how many potential votes this DF candidate will take from the SDA candidate.
And in the fight for the Bosniak member of the Presidency of BiH against Bećirović, only the dilution of votes, i.e. more candidacies, is in favor of the SDA, which is not ruled out to happen.
Hypothetically, the entry of Bećirović and another HDZ candidate into the BiH Presidency puts the HDZ in a position to choose a coalition partner. If the parties of the Troika have enough hands in the BiH Parliament, the question arises as to why the HDZ would choose the SDA instead of the Troika, with which they will have a chance in the Presidency, as in 2022.
Therefore, the fight for a Bosniak member of the Presidency for the SDA will be the key to the entire relationship. Because if they have their own member of the Presidency, they will be at a great advantage for the formation of the state government.
