Kommersant newspaper quoted Deputy Foreign Minister Sergey Ryabkov, in charge of arms control, as saying that Trump took a radical stance on the Comprehensive Nuclear-Test-Ban Treaty (CTBT) during his first term.
“The international situation is currently extremely difficult, American policy is extremely hostile towards us in various aspects,” said Ryabkov.
“Therefore, the way in which we will act professionally to ensure security measures, while sending politically appropriate signals, does not foresee any exceptions,” he added.
During Trump’s first term as president, from 2017 to 2021, his administration debated whether to conduct the first US nuclear test since 1992, the Washington Post reported in 2020.
Post-Soviet Russia did not conduct a nuclear test. The Soviet Union last conducted a test in 1990. President Vladimir Putin said Russia would consider testing nuclear weapons if the US did.
According to the Arms Control Association, since the collapse of the Soviet Union in 1991, only a handful of countries have tested nuclear weapons. The United States last tested it in 1992, China and France in 1996, India and Pakistan in 1998, and North Korea in 2017.
