The House of Representatives of the Federation of BiH will be discussed by the Draft Law on Price Control Law, which will be for the first time after 31 years to regulate this area. The law will be defined and when the price control measures will be possible, but also sanctions.
In the Draft Law in Article 2, item 2 states that economic entities must not disturb the regulations on competition and are prohibited between economic entities, ie emerging and texting, limiting or disturbing market competition in the market.
What is interesting especially for citizens is the regulation of the area when temporary priced control measures can be introduced.
According to the draft law, interim measures can adopt the Government of the FBiH on the proposal of the Ministry, and in Article 6. the reasons for prescribing interim measures are defined.
As reasons: declarations of the state of natural and other accidents, the lack of goods necessary for the needs of the economy, if the published data of the Federal Bureau of Statistics is a little greater than 5 percent (inflation), in order to determine the sales prices of products from of commodities used for market interventions.
As for the possibility of responding in case if inflation is greater than five percent, it should be noted that according to the data inflation in 2022. year was 14 percent, in 2023. year, 2.1 percent, While the forecast is 2025. year 1.9 percent. This is essentially mean that on this basis, the FBiH government could not immediately say the currently temporary price control measures after the adoption of the law.
According to the draft law, the measures proposed by the Ministry may last as long as market disorders that cannot be eliminated by economic policy measures, and the longest six months. After the expiry six months, the government can renew the measure for another six months.
As temporary pricing measures can be prescribed for individual products and services: determination of the highest price level, the determination of fixed prices, where economic entities cannot carry on the higher or lower price, or a specified level, return prices to the previous level , Provision of prices or tariffs, determining margins in stores, notification of price change and margin for products and services, obligations of regular or occasional data on prices and marges for certain types of products and services.
In addition to these measures, the draft law is planned and the formation of advice for prices as an advisory body. It would be representatives: Representatives of the Federal Ministry of Trade, Federal Ministry of Energy, Mining and Industry, Federal Ministry of Agriculture, Water Management, Chambers of the Federation of BiH, and the Associations of the Federation’s Employers and the Component Associations for Consumer Protection.
