Public procurement were the reason why the Agency for Identification Documents, the records and exchange of data of Bosnia and Herzegovina (Iddeea), on which Admir Badnjević, received an opinion with the Institution Office of the Institutions of Bosnia and Herzegovina for its work last year.
It was found that the IDDEEA for the execution of works and professional supervision of the Modernization of the Network Operational Center in Sarajevo concluded 214,240 KM in terms of the Technical and Professional Confidence Certificate Contracting Agreement from the company that is not a member of that group bidder. A company that is not a member of the Group is also included.
– Also, an agreement was enclosed between one of the members of the Group with the mentioned legal entity for civil engineering, from November 2024. Further, the same member of the third party and without presenting the evidence of attempts to ensure such certificates.
As proof of the fulfillment of technical training for the presentation of the purposes for the possession of the licenses for the conduct of facilities, the license issued by the entity ministry was included, which is not a member of the Group – written in the audit report.
The auditors added that the bidders did not request that the written linked references, nor did a group of bidders declare that it intends to transfer part of the contract with the IDDEEA subcontracting to third parties.
“Meet” laptops after delivery?
The audit was disputed and procurement of a specialized field vehicle for just over 70,000 KM. They searched for a new vehicle, but no offer came and then asked for a used vehicle. What the auditors drew attention to are the technical specifications that have disposed of in one part of those defined by the Rulebook on Official Vehicles for specialized purposes in the Agency.
Also, the guarantee was not a mandatory qualification condition, and the bidder was not offered by the correct number of miles of miles for the vehicle offered.
In the purchase of three types of laptops, for which the contract is more valuable than 70,000 KM, the auditors noted that the bid price for which the bidder should enter the model offered and the corresponding characteristic or the manufacturer’s catalog or brochure.
– In this way, it is not possible to determine whether the offered equipment meets the requested conditions when evaluating the offer, but only after the equipment is delivered – advertisers are added.
More expensive tables
Also, they had remarks and on public procurement of non-desperately raised license plates because the agreement was expired, without procuring all the amount of tables that agreed. These tables were at a price of 4.06 km per piece. The new agreement was then concluded with a new company according to which these tables are paid more expensive, 5.74 KM. It is a millionth amounts.
Iddeea is this justice to restrictions such as limited storage space.

Public procurement is not the only thing the auditors drew attention. There is also the use of official vehicles, providing special status to the counselors of the Director, and what the Deputy Director has signed certain forms even though it should have a director.
– We noticed that Deputy Director (Petar Bilčar was the Deputy Director of the IDDEEA-E, Op.A.) Set of financial statements for 2024, although the Rulebook defines the institution’s manager who form a set of financial statements. Also, the Deputy Director has also signed the statement of responsibilities to achieve the goals of the Agency, which, according to Article 22a. Paragraph (1) of the Law on Financing of the Institutions of BiH, the head of the Institution shall submit to the Annual Report on the Execution of the Institution’s Budget – the auditors alleged.
When using official vehicles, some employees used them and have exceeded them more than 50 kilometers without a travel order, although the travel order is necessary precisely when the relation is longer than 50 kilometers.
– In these cases, there was no reasoned and documented cause for the formation of the cost of using the vehicle – advertise auditors.
