At the session of the High Judicial and Prosecutorial Council of BiH, the Rulebook on Amendments to the Rulebook of the HJPC of BiH was adopted in the part that refers to the provisions on external monitoring and the method of engagement of experts and support staff who monitor the work of the Department for the implementation of proceedings based on reports.
The Council, in order to improve the transparency and quality of the procedure for hiring experts for external monitoring and to improve the level of institutional responsibility for the quality of selected experts for external monitoring of the work of the Department, adopted amendments to the Rulebook, which ensured the publicity of the procedure for selecting experts for external monitoring, then the active participation of Council members in monitoring the competences of candidates and the objectivity of the procedure, as well as ensuring the possibility of choosing from a larger number of candidates.
The Council decided that in the commissions for the selection of experts for external monitoring, the majority of the composition of the selection commission consists of members selected from the international partner – the EU, which additionally confirmed the unquestionable commitment of the Council to create a perception of the complete independence of experts for external monitoring of the work of the Department.
In addition, the amendments to the Rulebook ensure the possibility for a wider circle of potentially high-quality candidates, regardless of citizenship, to apply for public calls for hiring experts that will also be published on the Council’s website, thus preventing the potential discrimination of candidates that would exist in the case of restrictions on the possibility of applying to people based solely on the criterion of citizenship.
