During the talks of the permanent representatives of the block in Brussels, no agreement was reached on initiating the formal decision-making process because some countries called on more time to assess and analyze the situation on the field, according to diplomats.
Some delegations have expressed concern that sanctions could jeopardize the essential dialogue with Israeli authorities. According to EU rules, at least 15 out of 27 Member States representing 65 percent of the EU population must support the proposal to move on with it.
Germany and Italy are considered key players. Other major EU members, as well as a range of smaller ones, signaled openness to the idea of sanctions.
Diplomats said that many delegations have expressed support for the proposal to sanctions as a way of increasing the pressure on the Israeli authorities and improving the situation in Gaza.
The European Commission recommended a partial suspension of the participation of Israel in the Program of Funding Horizon Europe, warning of human rights and humanitarian law in Gaza. The proposal indicates thousands of dead civilians and an increase in severe malnutrition, especially among children.
The EU’s working group will now inspect the technical aspects of the proposal sanctions. Diplomats have warned that the process could also face legal delays because some Member States question whether the measures be adopted by a qualified majority vote, HINA occurs.
