After years of announcements and delays, the Agency for the Civil Service of Bosnia and Herzegovina created the Register of Employees in BiH Institutions and submitted it for public consultation.
Employees will have their own electronic card or file in which, in addition to information about the institution where they work and the type of work, there will also be information about their education, seniority, work experience, as well as their grades and possible disciplinary procedures.
All institutions will receive user accounts and access to the registry from the Agency, and every data processing, deletion or review will be recorded in order to minimize the scope for abuse.
Employees will also have access, but only in the part that applies to them.
The Agency says that with the adoption of the Law on Amendments to the Law on Civil Service in the Institutions of Bosnia and Herzegovina last year, a framework was created for the establishment of the register, writes Capital.
“The law stipulates that the Register of Employees will be established no later than two years from the date of entry into force of this law. In accordance with the mentioned article, the Agency prepared the relevant Proposal of Decision within the given deadline”, they state.
They point out that the Registry establishes a high-quality and efficient human resources management system.
Otherwise, the register will not include police officers, professional military personnel and employees of the Intelligence and Security Agency of Bosnia and Herzegovina and the Institute for the Execution of Criminal Sanctions, Detention and Other Measures.
