Zvizdić: Čović would do everything to keep Dodik in the coalition, but…

– We agreed that we will hold two sessions this month – an emergency session will be held on January 16, which will have two European laws on the agenda. It is about the Law on Border Control and the Law on the Protection of Personal Data – said Denis Zvizdić, Speaker of the House of Representatives of the PSBiH, in an interview for Fena.

In mid-December last year, the BiH Council of Ministers unanimously approved and referred to the Parliamentary Assembly of BiH for consideration under the urgent procedure the Draft Law on Border Control. The Draft Law on the Protection of Personal Data, which was sent to the Parliamentary Assembly of Bosnia and Herzegovina for consideration under a shortened procedure, was also unanimously approved.

Zvizdić announced that the regular session of the House of Representatives will be held on January 23.

– We are trying to maintain the high-quality level of dynamics of the work of the Parliament of BiH, that is, the House of Representatives – said Zvizdić.

Show a higher level of positive political will

According to him, if we want to open negotiations with the EU and take that extremely important step, which is the opening of the first cluster of negotiations, which means putting Bosnia and Herzegovina on the tracks that will certainly ultimately lead Bosnia and Herzegovina to Brussels, we must show a greater level of positive political will. and we must be more expeditious, especially the Council of Ministers of BiH, and then consequently the Parliament of BiH.

– In addition to the two laws that I expect will be considered and adopted at the emergency session on January 16, we still have the law on the courts of Bosnia and Herzegovina and the law on the High Judicial and Prosecutorial Council, which, with the extremely important opinion of the Venice Commission, should be quickly appear and go through this vertical procedure – from the Ministry of Justice, the Council of Ministers of Bosnia and Herzegovina to the Parliament itself. In principle, if we succeed in adopting those four laws in a certain period of time, it is a kind of guarantee that we can open or get the light for the specific opening of negotiations – stated Zvizdić.

In addition, he added, there are threatening conditions such as the appointment of the chief negotiator of Bosnia and Herzegovina, as well as the appointment of the person who will be in charge of the IPA funds, “and there is certainly the Growth Plan, which is not a condition for opening negotiations, but it is one an important indicator of the readiness and capacity of Bosnia and Herzegovina to take on and implement obligations from the European agenda in the correct way”.

Appointment of chief negotiator

Speaking about the appointment of the chief negotiator, he said that he thinks that the story has deviated from the right track, there was more talk about the future ethnicity of the future negotiator, than there was talk about the real and important criteria that the negotiator should meet.

He pointed out that this is an extremely important function that will have a highly capacitated negotiating position and that will have to know well the institutions in Brussels and the institutions in Bosnia and Herzegovina, in order to know how to connect these institutions in a timely, professional and efficient manner and enable Bosnia and Herzegovina to progress.

– The negotiation framework within which that negotiator with his two deputies and that office will move is also very important, in order to enable Bosnia and Herzegovina to correctly present what has been done on the way to European integration. For me, what is important is the capacity, knowledge of European integration, good education, experience that the negotiator and his deputies must have, and the rotation system is something that in this case, in the case of the negotiator himself, is completely acceptable and is a good solution when we are talking about the fact that these negotiators will be on that task for many years. There is nothing controversial, the only thing that is important is to create a quality negotiation framework as soon as possible – believes the chairman of the House of Representatives of the state parliament.

Requests for the dismissal of ministers Nešić and Konaković

Zvizdić said that on Friday, January 10, a request for the dismissal of the Minister of Security of Bosnia and Herzegovina Nenad Nešić was submitted to the BiH Parliament, and that a request for the dismissal of the Minister of Foreign Affairs Elmedin Konaković was also submitted today.

According to him, both of them satisfy the operational provisions and the procedure for submitting a request for the reconstruction of the BiH Council of Ministers, which implies the dismissal of one or more ministers.

He explained that these are requests submitted by representatives. In the first case, 17 of them were signed for Minister Nenad Nešić, and later another representative joined, so 18 signatures. In the second case, there are eight signatures, which is the minimum for that request to become procedurally valid – he stated.

– My task as the chairman of the House of Representatives is clearly defined by the Rules of Procedure of the House of Representatives. This means that in both cases these requests, for Minister Nešić it has already been done, today it will be done for Minister Konaković, will be forwarded to all representatives in the House of Representatives, will be sent to the House of Peoples, to the members of the Presidency of Bosnia and Herzegovina and finally to the Council of Ministers of BiH – stated Zvizdić.

He noted that the provisions of the Rules of Procedure clearly define that the BiH Council of Ministers has the opportunity to express its position on such proposals in writing within 20 days, and a maximum of 30 days, after which the requested replacement, i.e. reconstruction of the BiH Council of Ministers, must appear at the session of the House of Representatives of the BiH Parliamentary Assembly.

– In principle, these are some basic contours or margins, procedural margins, when we talk about those two requests – said Zvizdić.

Change in the composition of the state coalition

Asked about certain statements about the possible change of the parliamentary majority at the state level, in such a way that the SNSD is replaced by opposition parties from the RS, Zvizdić replied that it is necessary to say several things and facts that led to thinking or to the appearance of such an idea in the first place in the public discourse about a possible change in the composition of the state coalition.

– The reason for thinking about a possible change in the composition of the state coalition came after certain statements by the president of SNSD, Milorad Dodik, who said that, as far as he is concerned, the European path is dead and that representatives of the institutions and representatives of the RS will no longer participate in the processes which are related to European integration. There are also the conclusions of the National Assembly of the RS, which the high representative invalidated, because they are essentially anti-Dayton, anti-constitutional, anti-European, anti-Bosnian and anti-democratic, and which went in the direction of way enters the blockade when we talk about the realization of the European agenda of Bosnia and Herzegovina. These are the basic reasons why the story got into or people started thinking about a possible change in the composition of the state coalition. On the other hand, of course we know about the long-standing good relationship, not so much between HDZ and SNSD, but between their presidents Dragan Čović and Milorad Dodik. We all know that Čović would do everything to keep Dodik in the coalition, but there is one thing, and that is that if the SNSD decides to block the European integration of Bosnia and Herzegovina, I don’t know how Mr. Čović could justify such a block and staying in to a coalition that is unable to deliver BiH’s obligations on the way to European integration – said Zvizdić.

Therefore, he added, “I could not possibly protect either Dodik or the SNSD”.

– But bearing in mind that today we agreed that an emergency session with two European laws will be held, it is obvious that Dodik, probably faced with reality or maybe due to pressure from the outside, still gave up blocking Bosnia and Herzegovina’s European path. What will happen in the future, we don’t know. I must repeat that all mathematics are possible when we talk about different types of coalitions at the BiH level, but we will definitely react according to the processes that will follow. Most certainly, the Troika will not remain in the coalition and will seek a change in the composition of the coalition, if it really enters a multi-month or longer-term blockade of the European integration of BiH – Zvizdić pointed out.

According to him, if the blockades continue, “we will have to think about the new composition of the state coalition, which will be committed, but truly, not declaratively, to the European integration of BiH, which means peace, stability, the rule of law and economic prosperity”.

– We will see what will happen in the future, we will follow it. I think that, if such types of blockades are entered into, that it will certainly be one chance for a stronger connection of the state-forming parties at the level of BiH and it does not have to be only the parties of the Troika, there may be a stronger connection of all parties that want to see BiH in the EU and NATO alliance. It is a good circumstance that there is also a part of the opposition parties from Bosnia and Herzegovina. entity Republika Srpska, which could be part of a new coalition majority dedicated to the European path. We cannot prejudge what will happen. As long as BiH is able to deliver to the citizens of this country what is in their interest – from Euro-Atlantic integrations, economic development, the Growth Plan, through which BiH should receive two thousand million convertible marks that will be directed to the strengthening of infrastructure, as the basis of the economic development, then this coalition should continue to remain and function. But those announcements of blockades will certainly change the way of thinking about the composition of the state coalition – said Zvizdić.

Growth plan

Speaking about the Growth Plan, that is, the reform agenda of Bosnia and Herzegovina, he said that he thinks that most of the things have been agreed, and that the only thing left is the schedule related to the Constitutional Court.

– The European Commission and European institutions in general, when we are talking about the Growth Plan, and bearing in mind the deadlines that have been extended several times, have met Bosnia and Herzegovina, they have been very flexible. It is up to us now to accept what is a reflection of their flexibility. The schedule for the Constitutional Court is very simple and very clear. Therefore, to appoint the two missing judges of the Constitutional Court, who should be appointed by the National Assembly of the RS, to implement at least 70 percent of the judgments of the Constitutional Court in a certain period of time, and then when we open the cluster on the judiciary and the rule of law, we will discuss the complete judiciary, including the Court of Bosnia and Herzegovina and the Constitutional Court, but also the need to establish the Supreme Court of Bosnia and Herzegovina, which is one of the obligations from the 14 priorities, as a legal authority that should standardize legal practice in Bosnia and Herzegovina – he believes Whistleblower.

According to him, when those who are currently managing Bosnia and Herzegovina entity Republika Srpska fully understand, understand and accept that the RS is not a state, but only an entity within Bosnia and Herzegovina, and that it cannot exist if there is no Dayton Agreement, then the European path, like all other processes, will go much faster .

– At the moment, the deadlines are that they should finish by March as far as the Growth Plan is concerned, because the deadlines for the implementation of the Growth Plan are not long, they are somewhere until the middle or end of 2027. We must prepare ourselves, in a technical, procedural, legislative sense, so that we can accept the funds offered and that we can implement them in a condensed period of time. This would mean extremely great help to the economy of Bosnia and Herzegovina. I repeat, we are talking about two thousand million KM that BiH does not have at the moment, which it can get, invest in the development of key infrastructure and in this way create a high-quality infrastructure and economic base that would certainly mean serious economic progress and prosperity for BiH – he concluded Chairman of the House of Representatives of the PSBiH Deniz Zvizdić in an interview for Fena.
