As expected, the budget of the BiH institutions for this year did not pass the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina.
The MPs decided that it should go through the regular procedure, which includes the commission phase and two readings, so that its adoption cannot be expected in the near future.

It will be the adoption of the execution of the budget and it means that at the end of the year it will only be formally adopted and that according to those items as it was spent, and that further means that it will be identical to the budget from 2024”, said the source.independent” close to the Parliamentary Assembly of Bosnia and Herzegovina.
By the way, the regular procedure to which the budget of the BiH institutions for this year was submitted, and after three attempts it was not adopted in the emergency, implies that it must go through the commission stages, that is, it will receive the green light from several commissions, among others, those for finances and the budget. After that, the budget comes before the deputies in one text, and dozens of amendments will be made to that text.
After that, the proposer, in this case the BiH Presidency, should decide on those amendments, that is, whether they are acceptable or not, and only then go to the vote.
After it is eventually adopted in the House of Representatives, the budget of the BiH institutions should also pass the House of Peoples of the Parliamentary Assembly of BiH. In the event that the House of Peoples also adopts an amendment, the budget in that case should go for harmonization considering that it was not adopted in both houses in the same text, and all this can take months.
By the way, the budget came before the deputies from the BiH Presidency, where it was adopted by Željko Komšić and Denis Bećirović, also members of the BiH Presidency, overvoting Željka Cvijanović, a member of the BiH Presidency.
Immediately after its adoption in the Presidency, it was known that the budget would not receive support because it was unenforceable, that is, it was drafted in such a way that revenues and expenditures were not harmonized. In addition, in the proposed budget, which is around 1.5 billion KM, there were several disputed points, among others the procurement of weapons, then the return of the BHRT debt, but also the financing of seven cultural institutions located at the level of Bosnia and Herzegovina.
