After intensifying activities in the past period to speed up the process in the sector of renewable energy sources, including the unblocking of procedures for investors and the initiation of the public procurement procedure of a software solution for the issuance, transfer and cancellation of guarantees of the origin of electricity, the Operator for Renewable Energy Sources and Efficient Cogeneration (OIEiEK Operator) continues its activities on the implementation of one of the most significant programs to support citizens in the RES sector in the Federation of Bosnia and Herzegovina – the Program on co-financing of prosumers from the household category.
On this occasion, a working meeting of representatives of the Operator for RES and EK, the Regulatory Commission for Energy in the Federation of BiH – FERK, the Federal Ministry of Energy, Mining and Industry – FMERI, JP Elektroprivreda BiH dd-Sarajevo and JP Elektroprivreda HZHB dd Mostar was held with the aim of considering the activities that precede the announcement of the public call. The meeting brought together institutions that have a key role in the regulatory, administrative and technical part of the Program’s implementation, in order to review the current situation and agree on the next steps necessary for its successful implementation.
Special attention is paid to issues of importance for the realization of the conditions for citizens’ participation in the Program. During the meeting, the activities that are already carried out in connection with the issuance of electric power permits, which represent one of the prerequisites for applying for a public call, were presented. Representatives of JP Elektroprivreda BiH informed the participants that the procedures for issuing electricity permits for prosumers are already being carried out, while JP Elektroprivreda HZHB presented activities on the processing of received requests, of which there are currently 58.
It was concluded that significant progress has been made in the creation of assumptions for the implementation of the Program, and that there is a commitment of all participants to continue cooperation in order to solve potential challenges in a timely manner through institutional coordination.
“In the previous months, we focused on removing obstacles that slowed down the development of the renewable energy sector. After the processes of importance for investors have been launched, the next step is to create the conditions for citizens to actively participate in the energy transition through the prosumer model,” said Goran Valka, acting president of the OIEiEK Operator Management Board.
As it was pointed out during the meeting, the prosumer co-financing program from the household category represents the first system model by which part of the funds collected on the basis of the incentive fee is directly returned to citizens through support for the construction of solar power plants for their own needs.
“The public’s interest in the Program is extremely high and this confirms that citizens want to be active participants in the energy transition. Our obligation is to create the conditions for that interest to be turned into concrete projects that will bring long-term benefits to households and the energy system of the Federation of Bosnia and Herzegovina,” emphasized Valka.
The participants of the meeting particularly emphasized the importance of joint public information activities, which is why information sessions will be organized in the coming period where citizens will have the opportunity to receive detailed information about the conditions of the Program, the necessary documentation and the application process. The operator for RES and EK, in cooperation with the partners involved in the implementation of the Program, will continue preparatory activities, while the publication of the public invitation is expected within 90 days.
