The High Judicial and Prosecutorial Council of Bosnia and Herzegovina announced that in 2026 it adopted amendments to the Rulebook on reporting on assets and interests, with the aim of improving transparency and the process of engaging external experts.
The HJPC of Bosnia and Herzegovina states that, according to the Law on the HJPC, this institution is responsible for hiring and dismissing external experts, as well as for regulating their advisory role.
– The Council is an independent, impartial and professional institution and makes decisions exclusively on the basis of these principles – said the HJPC of BiH.
As they clarified, the amendments to the rulebook introduced several new mechanisms, among which is the mandatory public publication of calls for the engagement of experts on the official website of the HJPC of Bosnia and Herzegovina.
A three-member commission for checking the qualifications of candidates was also introduced, in which the European Union has two members, while the HJPC of BiH appoints one.
The Council states that there are stricter criteria for hiring experts, including the requirement for several years of experience in relevant fields.
One of the novelties is the age limit of up to 70 years for performing the function of an external expert, as well as the possibility of applying for candidates regardless of citizenship.
The HJPC reminds that the work of the Department for Checking the Assets of Judges and Prosecutors is financed from the budget of BiH institutions, while the European Commission finances advisory experts.
