The Federal Ministry of Health, in cooperation with the Institute of Health Insurance and Reinsurance of the FBiH, started to finalize the creation of the list of medicines of the Solidarity Fund, which will be submitted to the adoption procedure by the end of the year.
The subcommittees of the clinical centers, by therapeutic group, submitted to this ministry expert proposals of drugs for the new List. In this process, the Ministry engaged health experts from various therapeutic areas, who proposed new drugs, as well as expanding the indications for certain drugs.
The commission of the Federal Ministry of Health will revise the submitted proposals in the coming days and consolidate them into a new list of the Solidarity Fund, which will ultimately be adopted by the Government of the Federation of Bosnia and Herzegovina at the proposal of the Federal Minister of Health.
Please note that the content and scope of the new List of Medicines will depend to a significant extent on the available financial resources. We find that as part of the process of drafting the Framework Budget Document of the Federation of Bosnia and Herzegovina for the period 2026-2028, the Federal Ministry of Health only requested 149 million KM for the financing of the Solidarity Fund in 2026, while slightly more than 131 million KM was approved for the entire health sector in 2026.
We remind you that the Federal Solidarity Fund is financed by paying 10.20% of the mandatory health insurance funds, which are collected at the cantonal level, into the Solidarity Fund. According to the Law on Health Insurance, the same amount of collected funds should be additionally insured from the Budget of the Federation of Bosnia and Herzegovina.
However, although a smaller amount is paid from the Budget than legally prescribed, it is important to point out that in 2025 the Government of the Federation of Bosnia and Herzegovina has significantly increased allocations for the Solidarity Fund. The transfer for the Solidarity Fund has increased by 20 million KM compared to 2024, and the total amount has doubled compared to previous years.
The Federal Ministry of Health is aware that the existing funds are not sufficient to cover all the needs of the Solidarity Fund. That is why the Ministry, together with the Government of the Federation of Bosnia and Herzegovina, will continue to work on finding additional sources of funding, so that as many patients as possible have access to necessary and innovative therapies, he writes.
