The Council for Children of the Federation of Bosnia and Herzegovina warned, regarding the case of sexual abuse of minors, that there is a justified suspicion of serious failures in the work of all those who had to be a pillar of protection for the most vulnerable users in the social protection system.
In this regard, this Council appealed to the Cantonal Administration for Inspection Affairs of the Tuzla Canton and the Federal Administration for Inspection Affairs regarding the implementation of urgent inspection supervision in centers for social work and the Home without parental care in Tuzla.
They also sent a request to the Parliament of FBiH, the Government of FBiH and the Federal Ministry of Justice for the urgent adoption of amendments to the Law on Inspections of FBiH, which provides for the establishment of a federal inspection for social and child protection.
They remind that at the beginning of last year, the Draft Law on Amendments to the Law on Inspections of FBiH was submitted to the Federal Ministry of Justice, which was prepared by interest working groups appointed by the Decision of the Federal Minister of Justice, due to the referral of the said Draft to the further adoption procedure. However, as they point out, it is not known why it was not implemented.
Given that the events pointed to failures in the child protection system, the FBiH Children’s Council called for an examination of the responsibility of all those who had to ensure the protection and safety of minors and who failed them on behalf of the system, including the police, social protection institutions, but also schools, which play a major role in timely recognition of behavioral problems among students and ensuring adequate support for children at risk.
