The European Commission officially approved the Reform Agenda of Bosnia and Herzegovina, confirming that the document meets the key conditions for the use of 976.6 million euros from the EU Instrument for Reforms and Growth.
This decision represents one of the most important steps for BiH on the way to deeper economic integration with the European Union.
The reform agenda, submitted by the BiH authorities on September 30, 2025, according to the Commission’s assessment, meets the objectives of the Regulation on the Instrument for Growth. The document defines a series of priority reforms aimed at accelerating the green and digital transition, strengthening the private sector, retaining young and qualified personnel, and improving fundamental rights and the rule of law.
After a positive assessment, it remains for BiH to sign and ratify the Instrument Agreement and the Credit Agreement. Only after these documents come into force, and when all prescribed conditions are met, can the disbursement of funds, including pre-financing, begin.
The approval of the Reform Agenda represents an important step forward within the wider Growth Plan for the Western Balkans, worth 6 billion euros. This program works according to the principle of “investment with reforms” and should enable the countries of the region to approach the EU single market faster, with certain early economic benefits for citizens.
BiH, like other countries in the region, will receive funds only on the condition of successful implementation of reform measures, which include fundamental political changes, strengthening of institutions and socioeconomic reforms with continuous cooperation with the European Commission.
With the approval of the Reform Agenda of Bosnia and Herzegovina, all six partners of the Western Balkans now have adopted reform programs and can start using the benefits from the Instrument, while simultaneously progressing on their European path. Klix.
