The General Secretariat of the Council of Ministers of Bosnia and Herzegovina received the draft budget of the institutions of Bosnia and Herzegovina for 2025 before the new year, the General Secretariat confirmed.
– On December 26, 2024, the General Secretariat of the Council of Ministers of Bosnia and Herzegovina received the Draft Law on the Budget of the Institutions of Bosnia and Herzegovina and the International Obligations of Bosnia and Herzegovina for 2025 from the Ministry of Finance and Treasury of Bosnia and Herzegovina – it says in the answer.
They add that the draft budget is in the process of obtaining the opinion of the Office for Legislation of the BiH Council of Ministers regarding compliance with the Constitution of Bosnia and Herzegovina, the laws of Bosnia and Herzegovina and methodological unity in the drafting of regulations, and that this is in accordance with the Rules of Procedure of the BiH Council of Ministers.
– After obtaining the opinion and statement of the processor of the material, it will be ready for consideration at the session of the Council of Ministers of BiH, about which the public, as before, will be informed in a timely manner through the official website of the Council of Ministers of BiH – they stated.
Considering that this time the budget of BiH was not adopted within the prescribed period, the institutions of Bosnia and Herzegovina started this year with temporary financing, which the Ministry of Finance and Treasury of Bosnia and Herzegovina, headed by Srđan Amidžić (SNSD), brought the instruction.
The instruction on temporary financing is valid for the first three months of this year, during which the institutions of Bosnia and Herzegovina have at their disposal a quarter of last year’s budget, more precisely 338.8 million KM, and they cannot start any new projects.
The budget has been submitted to the procedure, although the prerequisites have not been met, given that the Fiscal Council of Bosnia and Herzegovina has not yet adopted the new three-year Global Fiscal Framework. This fiscal framework is a prerequisite for the preparation of the three-year Framework Budget Document (FDB) of the institutions of Bosnia and Herzegovina, and then the budget for 2025.
But it would not be the first time that the budget goes ahead of these documents. The last Global Fiscal Framework and DOB were adopted last year for the period up to 2026 and they provide the framework for the budget of BiH institutions for 2025 as well, it says. Factor.
