Salaries of cantonal prosecutors compared to federal and state prosecutors are on average almost 3,000 KM less, the Report reveals.
Thus, the average salary of the prosecutor of the KS Prosecutor’s Office, or for example the prosecutor of the TK Prosecutor’s Office, is 4,700 KM, and the prosecutors of POSKOK, which was founded in April last year, even 7,400 KM.
POSKOK prosecutors are the highest paid
In addition, the prosecutors of the Special Department of the FBiH Prosecutor’s Office have an additional ten percent increase to the amount of 7,482!
Namely, the salaries of state and federal prosecutors start at an average of 7,500 KM, with past experience, state prosecutors earn up to 8,000 KM.
According to information from the Report, the salary of the chief federal prosecutor Munib Halilović averages more than 8,000 KM. But his deputies have 7,800. Deputy chief federal prosecutor is Hrvoje Čabrajić, head of POSKOK.
He has an average salary of 7,876.73 KM. With past experience, that figure is greater than 8,500 KM. Chief State Prosecutor Milanko Kajganić also has a salary of more than 8,500. In 2022, he had an average salary of 6,958 KM, but it grew over the years, which is the result of the law on wages, but also inflation, which followed the increase.
However, with seniority and other income, the main plaintiff’s salary amounts to a thousand marks more. Namely, last year there was a 9.4% increase in salaries compared to the previous year, in accordance with Article 6 of the Law on Salaries and Other Remunerations in Judicial and Prosecutorial Institutions at the level of Bosnia and Herzegovina.
On the other hand, the main cantonal prosecutors, with past experience and a hot meal, have a salary of 6,500 KM. This amount is received by the chief prosecutor of the TK Prosecutor’s Office, Vedran Alidžanović, but also by the chief cantonal prosecutor of the KS, Meliha Dugalija. In HNK, the chief prosecutor already has the amount, considering the years of service.
When it comes to the High Judicial and Prosecutorial Council, the director of the Secretariat of the Council Ivana Zovko-Planinić has a basic salary of 6,580 KM, her deputy (5,888 KM), the chief disciplinary prosecutor Alena Kurspahić receives (5,195 KM), heads of departments and senior legal advisers of the Secretariat of the Council (in the range of 4,156 to 4,503 KM), legal advisers and deputy heads of departments of the Council (in the range of 3,291 to 4,156 KM) and lawyers/professional staff of the Council Secretariat (in the range of 2,078 to 3,117 KM).
And the members of the Council, 15 of them, have incomes greater than 6,500 KM. This amount is higher for the President of the Council Sanin Bogunić and his deputies, Sanela Gorušanović Butigan and Velimir Ninković.

In addition, the auditors determined that according to the internal records of the Council for the year 2025, the total compensation paid for the President of the Council, Sanin Bogunić, amounted to 16,735 KM, while for the Vice-Presidents and members in full-time employment, the total amount was 34,100 KM.
For other members of the Council, total fees were paid in the amount of 140,319 KM, with the fact that individual fees are paid depending on the number of months in which the Council member’s duties were performed, the number of visits and recorded working hours (payments were made in the range of 1,300 KM to 20,313 KM), the report says.
